Member of the CPSU (b) . He graduated from the Moscow Planning Institute in 1930 . Ambassador Extraordinary and Plenipotentiary .
- In 1938 - Deputy Head of the Central Directorate of National Economic Accounting at the State Planning Commission at the Council of People's Commissars of the USSR,
- From July 28, 1939 to September 5, 1947, he was the chairman of the State Planning Commission at the Council of People's Commissars (from 1946 - CM) of the RSFSR [1] .
- From July 23, 1940 to September 5, 1947 - Deputy Chairman of the Council of People's Commissars (from 1946 - SM) of the RSFSR [2] .
- In 1949 - 1955 - deputy chairman of the State Planning Committee of the Council of Ministers of the USSR.
- In 1955 - 1957 - Deputy Chairman of the State Commission of the Council of Ministers of the USSR for the Long-Term Planning of the National Economy.
- In 1957 - 1960 - member of the State Committee of the Council of Ministers of the USSR for Foreign Economic Relations.
- In 1960 - 1962 - Deputy Chairman of the State Committee of the USSR Council of Ministers for Foreign Economic Relations.
- From January 10, 1962 to November 26, 1964 - Ambassador Extraordinary and Plenipotentiary of the USSR to Guinea [3] .
- In 1965 - 1969 - Deputy Chairman of the State Committee of the Council of Ministers of the USSR for Foreign Economic Relations.
Since 1969 - retired.
