Biography
Born into a peasant family. Education incomplete higher, in 1935 he graduated from the three courses of the Moscow Fish Institute.
From 1918 - in the Red Army: private and political instructor of the 1st Moscow heavy battery of special purpose of the 27th division.
Since 1920 - cadet political school political department of the 26th division in the city of Irkutsk.
From 1921 - Assistant Commissar of the 226th Petrograd Regiment of the 26th Division.
In 1922 - political officer of the 1st frontier battalion of the Trans-Baikal district.
In 1922-1924 - Instructor Nikolsk-Ussuri district executive committee of Primorsky province.
In 1924–1926 - Chairman of the Chernigov Volost Executive Committee of the Primorsk Province.

In 1946-1948 - Minister of the fishing industry of the eastern regions of the USSR. In connection with the shortage of personnel in 1946-1947. by agreement of the USSR and the DPRK, over 20 thousand foreign workers from Korea were brought to the fish enterprises of Kamchatka and the Amur basin. For their arrangement was responsible Minister Zakharov. However, Koreans lived in unsuitable barracks, in unheated tents and dugouts, equipped with double and even triple bunk beds in unsanitary conditions. These circumstances became the basis for verification by the Ministry of State Control of the USSR. It was found that the Koreans in the Far East are not called by name, instead of the last name they used the worker’s number, which put them in humiliating conditions. The conclusion stated: “The Ministry of Fisheries of the Eastern Regions of the USSR and personally Minister T. Zakharov ... were promptly informed about these facts, however, no significant measures were taken to eliminate the creation of outrages and improve the living conditions of Korean workers. Not even those leaders were brought to justice who allowed the beatings of the Koreans and beat them themselves. ” In December 1948, the ministry was liquidated and the Ministry of Fisheries of the USSR was re-established.
