On July 23, 1793 he entered the Black Sea Corps as a cadet, on July 21, 1796 he was promoted to midshipman and since then has been sailing annually in the Black Sea .
In 1798, on the ship "Simeon and Anna" Melnikov moved from Sevastopol to the Archipelago and then participated in the affairs of the capture of the fortresses of Vido and Corfu . He was in the Mediterranean Sea during the capture of Ancona and the blockade of Genoa , after which he was under Vice Admiral Ushakov and sailed to Messina , Palermo and Naples , on August 2, 1799, for the difference, he was promoted to midshipman. In 1800 he returned to Sevastopol .
Since 1801, Melnikov took part in the general inventory of the Black Sea, made a survey of the coast from Sinop to the Bosphorus , and since 1802 was a member of the Kherson port government.
In 1805, Melnikov sailed to Corfu and back on the Ratny ship , and the next year Alexander sailed between the Deep Marina and Sevastopol on the brig, after which he moved to the Archipelago on the same brig, where he fought with the French . For the difference caused by the breaking of a detachment of French gunboats near the island of Braco, he was awarded the Order of St. 4th degree Vladimir with a bow. Further, until 1810, he sailed in the Adriatic and Mediterranean Seas, and on January 1, 1808 he received the rank of lieutenant .
From Venice Melnikov went to Russia by the shore and, arriving in Nikolaev, was credited to the Danube bombing ship and sailed through the Black Sea ports. In 1812 he was assigned to the ship "Victory".
In 1814-1817, Melnikov sequentially commanded the Desna, Maria and Cleopatra brigantines, from 1818 he commanded the hasty steamer Steamboat at the Odessa roadstead, and was promoted to lieutenant commander on July 26 of the same year.
In 1819, he sailed the Black Sea on the ship "Paris", and on February 15 for conducting 18 naval semi-annual campaigns he was awarded the Order of St. George 4th degree (No. 3425 according to the cavalier list of Grigorovich - Stepanov). In 1820, he was on the Lesnoy ship and continued sailing along the Black Sea ports, the next year he commanded the Mercury brig , and since 1822 he was a member of the Sevastopol control expedition. In 1823, sailed on the ship "Nord Adler" in the squadron of Rear Admiral Messer , in 1824 he commanded the transport "Mary" off the Crimean coast.
In 1825 and 1826, Melnikov commanded the Jason corvette and then the Flora frigate , sailed off the coast of Abkhazia . In 1827, he commanded the ship "Archipelago" at the port of Sevastopol and on December 6 was promoted to captain of the 2nd rank.
With the beginning of the Russian-Turkish war in 1828, Melnikov was appointed commander of the ship "John Chrysostom" and in 1829, being in the detachment of Rear Admiral Skalovsky , participated in the battle of Penderaclia, after which he sailed between Sisopol and Sevastopol. For differences against the Turks was awarded the Order of St. Anne of the 2nd degree. In 1830, commanding the same ship, Melnikov transported military supplies and troops from Bulgaria to Russian Black Sea ports. June 25, 1831 was promoted to captain of the 1st rank.
He died in early March 1833, is excluded from the lists on March 15.
His brother Vasily was Rear Admiral .
