Regional Television (OTV) is a Russian regional television channel that broadcasts in Yekaterinburg and the Sverdlovsk Region . Founded in 1997 . “Regional TV” is broadcast around the clock in 105 locations in the region, 60 of which have their own broadcasting stations.

Channel History
OTV channel began broadcasting on December 31, 1997. The main founders were the government and the Legislative Assembly of the Sverdlovsk region , therefore the TV company assumed the tasks and functions of state television in the Sverdlovsk region. From the OTV programs, viewers learned about new laws and the work of local authorities.
Then the young television company launched its first projects: "Women's Parliament" and "Carte blanche." On July 1, 1998, the debut release of its own news program “Events” was aired.
The 2000s were marked by conflicts between the journalistic collective of the Public Television and the leadership of the TV channel. In 2001, a group of information service reporters headed by editor-in-chief Tatyana Nikolaeva left the channel. [1] In 2004, several other presenters were dismissed from the TV channel, and the disgruntled journalists complained to the regional Prime Minister A. P. Vorobyov at the May Day demonstration [1] . The conflict has continued. A group of journalists of the OTV news service publicly appealed to the governor of the Sverdlovsk region, Eduard Rossel , complaining about the actions of the TV channel's general director Alexander Mikhail, accusing his boss of being unprofessional [2] . However, Rossel supported Alexander Micah and the initiators of the resignation of this CEO were dismissed [2] .
In May 2006, the head of OTV signed an agreement with the federal television channel TV-3 , according to which OTV lost two-thirds of “its” airtime to Nizhny Tagil for a period of 5 years for 2 million rubles [3] . As a result, residents of the second largest city in the Sverdlovsk region, for 18 hours a day instead of TV programs OTV, only the TV series “mystical” TV-3 [3] saw on the channel frequency [3] . In 2008, the supervisory authority ordered that this practice cease and the OTV was forced to stop broadcasting on its frequency TV-3 [3] . In turn, TV-3 filed a lawsuit against the Public Television and by settlement agreement the regional TV channel pledged to pay a penalty of 10 million rubles, and since 2010 it transmitted 18 hours a day of its airtime in Nizhny Tagil TV-3 for a period of 3 years (with the right to interrupt them with live broadcasts) [3] .
OTV since 2010
After the transfer of the Governor of Rossel to the Federation Council in 2010, Anton Stulikov became the new general director of the OTV, who had previously managed to be the head of several media outlets (including the general director of the ATN television channel) [2] .
In late December 2012 - early January 2013, the television channel moved to a new television complex on Karl Liebknecht Street [4] . News stories began to be created with the help of the modern Dalet computer video layout system, and all the equipment in the television studio and the on-air complex was alerted to work in HD “high-definition” format, which allowed the channel to enter the first national multiplex of digital television.
Today, OTV provides information support for the activities of government bodies of the Sverdlovsk region. The program product of the channel consists of blocks of information, socio-political, social, artistic, sports and children's broadcasting.
In addition, before elections to the parliament of the Sverdlovsk region, the OTV, on a par with the two other “state” television channels of the Sverdlovsk region, provides registered candidates with a small amount of free airtime [5] .
By the decision of the Federal Competition Commission on Television and Radio Broadcasting of February 8, 2017, the TV channel was chosen as a mandatory publicly accessible regional TV channel (“21st Button”) of the Sverdlovsk Region [6] .
On January 17, 2018, the channel switched to the 16: 9 broadcast format, and also began broadcasting in cable networks in the high definition (HD) standard [7] .
OTV conflict with Ura.ru
2012–2014 was a period of serious conflict between OTV and the well-known news agency Ura.ru , which releases a large amount of news about the Urals. In 2010, OTV concluded a contract with Ura.ru, according to which the television channel paid Ura.ru 300 thousand rubles a year for information services [8] . According to Anton Stulikov, General Director of OTV, he had to conclude this agreement, since Ura.ru had negative publications about OTV, which could not be challenged in court and after which advertisers began to refuse to enter into agreements with OTV [8] . After the conclusion of this agreement, according to Stulikov, Ura.ru has stopped posting negative information about OTV [8] .
In 2012, the general director of the OTV Stulikov filed an application with the law enforcement agencies to institute criminal proceedings against the founder and editor-in-chief of Ura.ru, Aksana Panova, accusing her of extortion [8] . Panova herself denied the fact of extortion and noted that the Public TV had concluded similar agreements with a number of media [8] . Ultimately, in 2014, the court recognized that Panova had forced the OTV to conclude the transaction [9] .

Censorship at OTV Channel
There is censorship on the TV channel in the form of non-broadcasting of certain materials. These facts are recognized even by the leadership of the channel. In 2012, Anton Stulikov, director general of OTV, said that the channel regarding the materials he purchased from the Urals Television Agency proceeds as follows: “If these materials are not true, we can remove them from the air. And over the past two years, this has happened more than once ” [14] .
The following materials are not allowed on OTV:
- Do not meet the policy of the authorities of the Sverdlovsk region . In 2012, TV presenter I. Sheremet confirmed that in this matter he “was forced to accept the rules of the game” [14] . In September 2015, Vadim Glazman, the presenter of the satirical “Full Paragraph” program restored on the TV channel, acknowledged that he had to coordinate the issues of the issue with the management of the Public Television [15] ;
- Coverage of the activities of the Foundation "City without drugs" Eugene Roizman . In May 2013, Yevgeny Roizman stated that immediately after the Sverdlovsk region was headed by Yevgeny Kuyvashev (this happened in 2012) to Sheremet “the governor’s administration announced a severe ban on mentioning the Foundation and publishing stock videos” [16] . In 2012, OTV did not show two plots that TAU shot about the “City Without Drugs” fund [14] ;
- Contrary to current legislation. For example, in 2014, the legal service of the TV channel did not miss Sheremet’s story about Yulia Lipnitskaya, born in Yekaterinburg, for using in it personnel of federal television companies with Olympic symbols [17] .

2007:
● Alexander Mikh, Director General of the OTV Television Company, was awarded the sign of the Main Directorate of Internal Affairs of the Sverdlovsk Region for “Assisting Law Enforcement Agencies" for the unique project Patrol Station.
