Biography
Origin
Aziz Aliyev was born on January 1, 1897 in the hamamli village of Erivan district [2] in the family of Mammadkerim Karbalai Kurbanali oglu and Zahra Ibrahim-bek kizi, for which there is evidence issued in 1906 to “resident of Erivani city Aziz Mammad Karim oglu” by the Transcaucasian Shiite spirits [3] .
Until the early 1950s, the question of the social origin of A. Aliyev was not raised until he had a conflict with the then 1st Secretary of the Central Committee of the Communist Party of Azerbaijan M. D. Bagirov . The latter in his letter to G. M. Malenkov accused A. Aliyev of hiding from the party the true social position of his parents. The certificate, drawn up in 1952 by the Minister of State Security of the Azerbaijan SSR S.F. Emelyanov , indicated:
Aliyev’s father, Aziz, was a merchant and foreman of the village ... Aliyev’s mother, Aziza, comes from a well-to-do family ... His uncle, on his father’s side, Aliyev Alekper, was a former officer and served in the retinue of the governor of Erivan. Aliyev’s other uncle, Aziz’s father’s father, according to the personal recommendation of the Prime Minister Khan Khoysky, was appointed the head of one of the districts in Azerbaijan ... The third uncle from the mother’s side, Suleimanbekov, served as a bailiff in Erivan province [4] .
Labor
In 1917, Aziz graduated from the Yerevan Gymnasium with a gold medal and in the same year entered the Military Medical Academy in St. Petersburg [5] .
In 1918, the Aliyev family first moved to Nakhichevan , and from there - in the early 1920s - to Baku. Aziz Aliyev worked as a doctor, was engaged in pedagogical and research activities, defended his Ph.D. and then - doctoral dissertation. Since 1926, a member of the CPSU (b) [6] .
From 1935 to 1938 he headed the Azerbaijan Medical Institute , after which he was appointed rector of the Azerbaijan State University , and then the People's Commissar of Health of the Azerbaijan SSR .
On July 21, 1938, by the resolution of the I session of the Supreme Council of the Azerbaijan SSR of the I convocation, Aziz Aliyev was appointed secretary of the Presidium of the Supreme Council of the Azerbaijan SSR [6] .
On April 7, 1941, by a resolution of the IV session of the Supreme Council of the Azerbaijan SSR of the I convocation, Aliyev was appointed chairman of the Supreme Council of the Azerbaijan SSR [6] . In September of the same year, by decision of the USSR State Defense Committee, he was appointed a member of the Military Council of the 47th Army stationed in Tabriz (in Iran ). From 1941 to 1942, Aziz Aliyev was also the 3rd secretary of the Central Committee of the CP (b) of Azerbaijan [6] .
On September 27, 1942, Aziz Aliyev was appointed the 1st Secretary of the Dagestan Regional Committee of the CPSU (b) by a resolution of the XIV Plenum of the Dagestan Regional Committee of the CPSU [6] .
In 1948, A. Aliyev was transferred to work in Moscow , first to the Ministry of Health of the USSR, and then to the Council of Ministers of the USSR . In the years 1948-1949 he was a student of retraining courses at the Central Committee of the All-Union Communist Party of Bolsheviks. In 1949-1950, he was an inspector of the Central Committee of the CPSU (B.).
In 1950, he was appointed deputy chairman of the Council of Ministers of the Azerbaijan SSR, but a year later, “for concealing the social origin of parents” he was removed from this post and appointed director of the Institute of Orthopedics and Reconstructive Surgery. Soon he will be relieved of this position and sent as an ordinary doctor to the hospital in the village. Sabunchi , where he worked for almost three years. In March 1954, A. Aliyev was reinstated as director of the Institute of Orthopedics and Reconstructive Surgery.
In subsequent years, A. Aliyev returned to public service, became secretary of the Presidium of the Supreme Council of the Azerbaijan SSR , was elected deputy of the Supreme Council of the USSR .
He was buried in the Alley of Honor in Baku .

Streets in the cities of Baku , Ganja , Makhachkala and Kaspiysk are named after Aziz Aliyev.
In May 2016, a monument was unveiled in Makhachkala in a park at the intersection of Chernyshevsky and Aliyev Streets [7] .
