The grounds for conferring the title "Honorary Citizen of the city of Bratsk" are:

• a significant contribution to the development of the city of Bratsk and ensuring the well-being of its population;
• initiative and success in the development of urban self-government;
• high professional skill and many years of conscientious work;
• outstanding achievements in the field of science, technology, culture, art, physical education and sports, upbringing and education, health care, environmental protection and environmental safety, strengthening peace and international cooperation, economic and industrial development, urban planning and architecture, law enforcement and public safety and other areas;
• achievements in the organization and implementation of charitable and trustee activities in the city;
• other creative activities contributing to the development of Bratsk, increasing its role and authority.

The title “Honorary Citizen of Bratsk” is awarded to citizens of the Russian Federation, foreign citizens and stateless persons. The assignment of the title “Honorary Citizen of the City of Bratsk” is not associated with the fact of the birth of honored persons in the city of Bratsk or residence on its territory.

The first honorary citizen of Bratsk was Ivan Ivanovich Naimushin , the organizer and head of the Bratskgesstroy construction department.

From 1972 to 2005, 34 people were awarded this title.
