US Executive Office

The Executive Office of the President ( EOP ) is a bureaucratic apparatus reporting directly to the President of the United States and including his assistants and advisers, as well as administrative and technical personnel at various levels. Sometimes in Russian-language literature is referred to as the administration of the US president . The executive office is headed by the head of the White House apparatus . From January 2, 2019, his duties are temporarily performed by Mick Mulvaney [1] .

History

In 1939, during the second term of Franklin Roosevelt , the foundations of the modern apparatus of the White House were laid. Based on recommendations made by the Brownlow Committee, Roosevelt was able to convince Congress to approve the Reorganization Act of 1939. After adoption, an Executive Office [2] appeared , reporting directly to the president. Then its structure included the White House Office and the Budget Bureau, the progenitor of today's Administrative Budget Office , which was created in 1921 and before that was part of the Ministry of Finance . Initially, in the newly created structure, the increase in staff size was rather modest. But its creation itself laid the foundation for a large and complex structured staff of the White House, which will appear after Roosevelt. [3]

Roosevelt's contribution is significant, especially against the background of his predecessors as president. Thomas Jefferson had at his disposal one courier and one secretary, who paid his salary from his pocket. This continued until 1857, when Congress allocated money to hire a clerk. During the presidency of Grant Ulysses , the state increased to three. By 1900, the White House’s staff included: one presidential secretary (then chief presidential aide), two assistant secretaries, two executive secretaries, a stenographer, and seven other employees. Under Warren Harding , the staff grew to 31 employees, although most of them were clerks. Under the presidency of Hoover, Congress added two additional secretaries to the president, one of which Hoover made his press secretary. [four]
