Lawyer is a legal worker (legal adviser), more than 50% of whose working time is consulting other employees or founders of an organization on certain legal issues arising from the actions (inaction) of such employees or founders of the organization, as well as other persons. The legal adviser ensures compliance with the law, both by the organization and in relation to the organization by other participants in the legal relationship.
Among the persons united by the concept of " lawyer ", the legal adviser, of course, occupies a special place. Most lawyers work as legal advisers in public and private organizations.
Among legal advisers, there are: legal advisers, senior legal advisers, leading legal advisers, and general legal advisers. Increasingly, in large organizations with more than 10 lawyers, legal advisers are assigned the following categories (from the smallest to the largest): legal counsel, legal counsel of the second category, legal counsel of the first category, lead legal counsel, head of department, head of legal support department
According to the qualification reference book of managers, specialists and other employees developed by the Institute of Labor and approved by the Ministry of Labor of Russia of August 21, 1998 No. 37, legal advisers are divided into the following categories according to seniority and education: Legal adviser of the first category: higher professional ( legal ) education and seniority in the position of legal adviser of category II for at least 3 years. Legal adviser of the II category: higher professional (legal) education and experience in the position of legal adviser or other positions replaced by specialists with higher professional education, at least 3 years. Legal adviser: higher professional ( legal ) education without presenting requirements for work experience or secondary professional (legal) education and work experience in positions replaced by specialists with secondary professional education, at least 5 years

The qualification reference book of managers, specialists and other employees (approved by the Resolution of the Ministry of Labor of the Russian Federation) provides for a position of legal adviser to which the following requirements are made: higher professional (legal) education without presenting work experience requirements.

History
For the first time, legal advisers appeared in ancient Rome as experts in law. The opinions of legal advisers specified by law under August are recognized as binding on the courts. As noted by the Russian lawyer and legal historian E. V. Vaskovsky , “... the first lawyers in Rome were cartridges. They represented two professions: legal advisers and lawyers . ”
In its current form, the Institute of legal advisers was formed by the beginning of the 20th century . According to the definition of the Brockhaus and Efron Small Encyclopedic Dictionary, legal advisers are lawyers at state and public institutions and private enterprises, giving their opinions on private legal issues arising in the office work of these institutions, and acting as attorneys at court.
