Biography
In 1959 he graduated from Tomsk Polytechnic Institute [2] with a degree in mechanical engineering [3] .
He began his career at the Tomsk crane equipment plant in 1959 as a process engineer [3] . After the reorganization of the plant into the Sibelektromotor association, he was the chief engineer [3] , in 1971-1977. - director [2] . Under his leadership, the enterprise turned into one of the leading enterprises in the electrical industry of the USSR [3] .
In 1977-1982 - Second Secretary of the Tomsk City Committee of the CPSU [2] , oversees issues of economic and social development of Tomsk (industry, capital construction, transport, trade, domestic services, housing and communal services) [3] .
In 1982-1988 - Chairman of the Executive Committee of the Tomsk City Council of People's Deputies [2] .
In 1988-1998 - General Director of MNPO "Probe" [2] ,
simultaneously in 1993-1998. - General Director of the Foreign Economic Association "Tomskinterservice" [2] . Organized the promotion of Tomsk products in the European and Asian markets. The Association carried out major investment projects: the construction of a digital long-distance telephone exchange, the Kopylovsky plant of ceramic products, the creation of a cellular communication network [3] .
He was elected deputy of the Tomsk city and regional Soviets of People’s Deputies, deputy of the State Duma of the Tomsk Region of the first and second convocations (1994-2001), Deputy Chairman of the Duma of the Tomsk Region [2] .
From December 2001 to March 2007 - Representative in the Federation Council from the State Duma of the Tomsk Region . He served as Deputy Chairman of the Commission of the Council of the Federation for Cooperation with the Accounts Chamber of the Russian Federation, as well as a member of the Committee of the Council of the Federation for International Affairs [4] .
Since 1997 - President of the Tomsk Regional Branch of the Russian Charity and Health Foundation, Vice President of the Board of Trustees of Tomsk Polytechnic University [3] . December 20, 2007 was elected Chairman of the Council of Elders of the city of Tomsk [5] .
Awards and titles
He was awarded three orders of the Badge of Honor [2] (1971, 1981, 1986) [3] , the Order of Merit for the Fatherland, IV degree (1996), [6] medals, and the prize of the European Council on Global Business (Spain, Madrid, 1997) [3] .
In 1999, he was awarded the title of “ Honorary Citizen of the city of Tomsk ” [3] .
