Laws, outgoing, and general decrees from the Autocratic Authority, issued by the Name of Her places, reach general information and execution in two ways: 1) through the announcement and publication of each of them in due time, through the places and authorities established for this, and 2 ) through their publication, already on promulgation, in the form of meetings.
There are documents for which not only publication is obligatory, but also public disclosure. For example, the Decree of the President of the Russian Federation on the introduction of a state of emergency is subject to immediate promulgation via radio and television channels. [6]
Official publication
The official publication of the document is the first publication of the full text of a legislative and other regulatory legal act in an official publication or its first publication on an official Internet portal. [7]
There are documents whose publication is required. In Russia, such documents are laws and any regulatory legal acts affecting the rights, freedoms and duties of a person and a citizen. In Russia, unpublished laws do not apply. [8] At present, Russia also has legal acts adopted before the establishment of the current procedure for publishing normative legal acts. Separate acts adopted during the Soviet period were not published. For acts officially published in the USSR, it is difficult to find the source of official publication. [9]

History
The Committee of the Constitutional Supervision of the USSR in November 1990 adopted the conclusion that earlier adopted but unpublished regulations relating to the rights, freedoms and duties of citizens should be published by the relevant state bodies within three months from the date of adoption of this Opinion. Acts that will not be published after this period expire. [12]

Verification Problem
Publication of information requires its verification , therefore, official sources of information undergo a registration procedure.
The production or distribution of mass media products with no indication of the output data, with incomplete or deliberately false output data in Russia is an administrative offense. [13]
Information sources use various methods of verification of published data, including
- peer review
- limiting the minimum circulation of the data source (when re-publishing ),
- limiting the environment of publishers, or the environment of referees
- wiki is an idea.
Modern methods of publication using open sources of information, achieve a relatively high degree of reliability.
Unpublished documents exist as a manuscript . [14] The document, reproduced in limited edition for distribution among a narrow circle of people for the purpose of preliminary acquaintance with its text, is a “manuscript edition”. [15]
For certain types of unpublished documents, delivery of a legal copy to scientific and technical information bodies and the library is necessary. In Russia, this is mandatory for the following documents:
- research and development reports;
- algorithms and programs;

If a document is inappropriate to be issued for the approval of its priority, it is possible to deposit it [17] on the basis that registration, execution or observance of any other formalities is not required for the emergence, exercise and protection of copyright and related rights. [18]
