Huang Dazhou ( Chinese уп大洲 , Pinyin : Huáng Dàzhōu , born February 7, 1936 , Taiwan , Japan Empire ) - Taiwan politician, mayor of Taipei in 1990-1994, Minister of Executive Yuan (government) of the Republic of China in 1996— 1997, Chairman of the National Olympic Committee in 1998-2006.

Biography
Huang Dazhou was born in 1936 in Taiwan, which was then controlled by Japan. Graduated from Taiwan National University . In 1971 he defended his doctorate at Cornell University ( USA ). After returning to Taiwan, he taught at the National University of Taiwan. In 1990, he was elected mayor of Taipei.
