His father, Rev. John Waterhouse, was the overseer of the Wesleyan mission in Polynesia and Australia . Waterhouse was born in Penzance , Cornwall , and at age 15 his family moved to Hobart . Four years later, he went to Adelaide , where he began his business as a small trader.
He was first elected to Parliament in the constituency of East Torrens in August 1851. He resigned three years later, but was re-elected in 1857, after which he again resigned.
He supported the economic development of the colony through free trade, and was again elected to the Legislative Council of South Australia in 1860, where he advocated uniform tariffs for all of Australia. He was the chief secretary in the first cabinet of ministers Thomas Reynolds from May 1860 to February 1861. After Reynolds’s term of office expired, Waterhouse formed a new government to solve the problems created by Australian Supreme Court Judge Boothby, who opposed the legality of the Court of Appeal, which was contrary to the new Australian Constitution. When that question was resolved, Waterhouse gathered to resign, but he was persuaded to create a new government, which lasted until July 1863, until he had to resign due to allegations of incorrect economic policies and waste of money. The following year, he left South Australia and settled for a while in England .
In 1869, Waterhouse emigrated to New Zealand and the next year became a member of the New Zealand Legislative Council. He was in the Fox government from October 30 to November 20, 1871, and in October 1872 he became prime minister without a portfolio. He resigned in March 1873 due to the fact that as a member of the upper house of parliament he could not maintain control of the government. He remained a member of parliament without holding any official post for many years, until in 1889, due to his poor health, he had to return to England, where he died in Torquay on August 6, 1906, at the age of 82.
His career was largely hindered by poor health.
