Biography
The second son of the composer Julian Carrillo .
In 1929 he received a PhD, and in 1950 a doctorate at the National Autonomous University of Mexico (the topic of the dissertation is the history of income tax in the country).
In 1937, one of the founding members of the federal tax court.
In 1945-1952 - General Director of the National Finance Corporation.
In 1952-1958 - Minister of Finance of Mexico.
In 1958-1964 - Ambassador to the USA.
In 1964-1970 - Minister of Foreign Affairs of Mexico.
In 1970-1972 - Director of the Economic Culture Fund.
In 1980-1981 - Ambassador to the USSR.
He participated in the development of a number of constitutional reforms - the law on the nationalization of oil (1938), the restoration of the appeal of the Supreme Court (1937-1945), the protection of human rights and several others.
