Biography
He was the head of the legal department of the government of Nuevo Leon ,
in 1964-1970 - Acted as a senator.
In 1970-1973 - Deputy of the Union Congress (Parliament) of Mexico, headed the Commission on Legislation and International Affairs.
He served as Director of the Institute for Political, Economic and Social Research (IEPES), Deputy Chairman of the Federal Electoral Institute of Mexico, Advisor to the Minister of Finance.
In 1976-1979 - Minister of Foreign Affairs of Mexico. In this post, he achieved the inclusion of provisions reflecting the country's position in the protocol to the Torrijos-Carter agreement on the status of the Panama Canal zone. Diplomatic relations with Spain were resumed.
Trade and economic cooperation with the United States was strengthened - an agreement was signed on the supply of natural gas, and mixed commissions for cooperation in various fields both at the state and interregional levels were created and successfully worked.
After leaving politics, he was engaged in historical research, being a professor at the Autonomous University of New Leon, to whom he bequeathed his personal library.
