Fire audit

Independent fire risk assessment (fire safety audit) is a conformity assessment form [1] , which is carried out by a third party (independent of the designer and the owner of the building). An expert organization engaged in the field of fire risk assessment is involved to assess compliance. The procedure for obtaining voluntary accreditation by an expert organization is established by the EMERCOM of Russia .

On May 1, 2009, Federal Law No. 123-ФЗ “ Technical Regulations on Fire Safety Requirements ” entered into force, which introduces a completely new mechanism for monitoring and monitoring fire safety at defense facilities. It combines the numerous fire safety requirements in force in Russia before. According to the Law, each object of protection (building, structure, technological installations, equipment, etc.) must have a fire safety system that meets the specified fire risk standards. An independent fire risk assessment (fire safety audit) can be carried out by expert organizations accredited to the Ministry of Emergencies.

In the case of establishing the compliance of the object of protection with the fire safety requirements established by federal laws on technical regulations and normative documents on fire safety by an independent assessment of fire risk, the owner receives a conclusion on the independent assessment of fire risk for a period of not more than 3 years.

Fire audit procedure

a) analysis of documents characterizing the fire hazard of the protected object;

b) fire and technical inspection of the protection object in order to obtain objective information about the state of fire safety of the protection object, to identify the possibility of a fire occurring and to develop, and to affect the people and material values ​​of dangerous fire factors, as well as to determine if the protection object meets fire safety requirements;

c) in the cases established by regulatory documents on fire safety, - carrying out the necessary studies, tests, calculations and examinations, and in cases established by the Federal Law "Technical Regulation on Fire Safety Requirements", - calculations for assessing fire risk ;

d) preparation of a conclusion on the fulfillment of the conditions for the object of protection to comply with fire safety requirements or, if they are not fulfilled, development of measures to ensure the fulfillment of conditions under which the object of protection will comply with fire safety requirements. The results of the fire audit are presented in the form of a conclusion on an independent assessment of the fire risk sent to the owner.

Rules for issuing an audit report

The conclusion shall indicate:

a) the name and address of the expert organization;

b) the date and number of the contract in accordance with which a fire audit was conducted;

c) details of the owner;

d) a description of the object of protection in respect of which a fire audit was conducted;

e) last names, first names and patronymics of persons (officials) who participated in the independent fire risk assessment;

f) the results of the fire audit, including the results of the work specified in subparagraphs “a” - “c” of paragraph 4 of these rules;

g) a conclusion on the fulfillment of the conditions for the object of protection to meet fire safety requirements or, if they are not complied with, recommendations on taking measures provided for by subparagraph “d” of paragraph 4 of these Rules.

The conclusion is signed by officials of the expert organization, approved by the head and sealed.

Within 5 working days after the approval of the opinion, the expert organization sends a copy of the opinion to the structural unit of the territorial authority of the Russian Emergencies Ministry, which is responsible for the organization and implementation of state fire supervision, or to the territorial department (department, inspection) of this structural unit.

An expert organization cannot conduct a fire audit if:

a) at this facility, the organization performed other work and (or) fire safety services;

b) the object belongs to her on the basis of ownership or other legal basis.
