In 1859, when the correspondence of the Free Printing House reached hundreds of letters per month, the announcement of a new application appeared in the 49th issue of the “Bell” on August 1:

Having received news of cases too private to join the Bell and for the reliability of which we cannot vouch for , we decided to publish as an addition to the Bell - a leaflet entitled: UNDER COURT! <...> We will put in it all private matters, which however do not turn into empty identities and uninteresting gossip. Honest people, seeing the matter resolved unfairly or seeing someone oppressed by the local authorities, can always bring the cases they encounter to the attention of the public and the government through a new body. If they were mistaken, then we will always accept and print the objection of the other side <...>.
We open a frontal place for individuals and private affairs <...>.

The first issue was released on October 1, 1859 as an appendix to the 53rd number of the "Bell", the last April 22, 1862 as an appendix to the 130th number. A total of 13 issues were published. The pagination was continuous, through all issues of the newspaper. Depending on the amount of material, the publication was published approximately once every one to three months, came out in a volume of one sheet (eight pages) or one half-sheet (four pages) and cost 6 pence.

In 1964, the text “Under Judgment!” Was reprinted as part of the facsimile edition of The Bells (tenth issue), prepared by the “Group for the Study of the Revolutionary Situation in Russia of the Late 1850s - Early 1860s”.
