In 2009, he became a deputy of the Legislative Assembly of the Irkutsk Region according to the list of the Communist Party of the Russian Federation instead of the folded deputy mandate of V. A. Primachek .
March 14, 2010, with the support of the Communist Party, was elected mayor of Irkutsk , gaining more than 62% of the vote.

As a result of the "lightning operation" carried out by the deputies of the Legislative Assembly of the Irkutsk Region from the United Russia party in February-March 2015, Irkutsk was deprived of the right to direct mayoral elections (according to the new law, deputies of the city of Irkutsk elect a mayor from among the deputies). Thus, V. Kondrashov was forced to resign in March 2015. In the summer and autumn of that year, he supported the candidate from the Communist Party, S. G. Levchenko , at the gubernatorial elections, who became the governor after the 2nd round, bypassing the current governor, the candidate from “United Russia” S. V. Eroshenko .
In the newly formed Government of the Irkutsk Region, he took the post of Deputy Prime Minister. The area of his responsibility included, first of all, the forest industry, fire safety, which repeatedly caused complaints from the opposition media "the communist government."
In 2018, he participated in the election of deputies of the Legislative Assembly of the Irkutsk region in single-member constituency No. 5, where Andrei Labygin was considered the leader of the election campaign (ex-chairman of the Duma of Irkutsk, former acting mayor of Irkutsk, deputy of the Legislative Assembly, who prepared the bill on changing the mayoral election system so that V. Kondrashov could not go on a second term). During the difficult election campaign, V. Kondrashov won with a result of 39.43% (A. Labygin - 31.26%). In the new composition of the Legislative Assembly of the Irkutsk Region of the 3rd convocation, it is a member of the Communist Party faction, is a member of the Committee on Property and Economic Policy [5] .
