Biography

Born July 26, 1966 in the village. Grigoryevka of the Leninsky district of the Aktobe region of the Kazakh SSR in the virgin lands family. In 1976, with her family she returned to her father’s homeland in the urban-type settlement Slobodzeya of the Moldavian SSR.

In 1983-1986 she studied at the Moldavian Cooperative College in Chisinau. In 1986-1992 she studied in absentia at the Lviv Trade and Economic Institute with a degree in trade economics.

From July 1986 to March 1988, he was an economist in the Slobodzey district consumer union.

From March 1988 to April 1995 - economist, senior economist, economist of the 1st category, senior economist of the foreign exchange group Agroprombank (Tiraspol).

From April 1995 to March 2002, he was a senior economist in the foreign exchange department, deputy head of the foreign exchange and financial operations department, head of the foreign exchange and financial operations department, head of the marketing department of the Mortgage JSCB (Tiraspol).

From April 2002 to March 2003, he was Director of the Interregional Financial Company Credit Organization LLC.

Since March 2003 - Deputy Chairman of the Management Board, 1st Deputy Chairman of the Management Board, Chairman of the Management Board of JSCB Gazprombank (Tiraspol).

From December 2004 to 2008, he was president of the Gazprombank Joint-Stock Commercial Bank, while the board of directors of the bank was headed by her husband [10] [11] .

In 2008, she moved with her family to Moscow. Since 2008 - President of the Interregional Public Charitable Fund for the Support of Children "Children's Planet". She was a member of the Council on State Cultural Policy and the Council on Supporting Compatriots Living Abroad under the Chairperson of the Federation Council Sergey Mironov.

As of 2012, Marina Smirnova owned an apartment in an elite house in Odessa [12] and a mansion in the village of Koreiz near Yalta.

Political career

In 2006-2010, she was Deputy Chairman of the Patriotic Party of Transnistria (her husband Oleg Smirnov was the Chairman of the Party). She lost her post after the party merged with the Transnistrian Republican Party [13] .

In June 2007, she participated in the elections to the Supreme Council of the PMR in the Near-Khutor constituency, however, she took second place with 16%. An attempt to challenge the election results failed [14] .

In August 2007, on behalf of the Patriotic Party, she signed a cooperation agreement with Just Russia [15] [16] [17] .

In the fall of 2007, she participated in the State Duma elections on the lists of "Fair Russia" in the Yamal-Nenets Autonomous District under the second number [18] . During the campaign, it turned out that she had dual citizenship [19] (of the Russian Federation and Moldova ). Russian law does not prohibit citizenship of a foreign state, but the law on the election of deputies of the State Duma prohibits persons with foreign citizenship from taking any action related to the preparation of elections [20] . At the same time, representatives of Smirnova stated that the charges were groundless [21] . As a result, Smirnov was not withdrawn from the election [9] .

In June 2009, she was elected Chairman of the Council of the Vologda Regional Branch of the Just Russia Party [22] . The party leader Sergey Mironov personally invited her to this post [23] . At the same time, her opponents call her leadership style totalitarian. It is also alleged that she happens in Vologda for 2-3 days a month [24] . On November 18, the Supreme Court began consideration of this case in the absence of Marina Smirnova, obliging by November 21 to provide documents on the citizenship of Smirnova [30] .

At a meeting of the Supreme Court on November 21, registration of Marina Smirnova was canceled [31] . The judge noted that information on multiple citizenship is a newly discovered circumstance [32] . During the meeting, the representative of "Fair Russia" presented a certificate from the Ukrainian Embassy about the absence of Smirnova’s citizenship of this country [33] . Marina Smirnova had 5 days to appeal the court verdict [34] . The Vologda Oblast Election Commission was also preparing to cancel Smirnova’s registration in the regional Legislative Assembly [35] . In Just Russia, the decision to cancel the registration was considered politically motivated, and Smirnova herself said through representatives that she and her family “were victims of political intrigue and repression” [36] . On December 1, the Vologda Oblast Election Commission canceled Smirnova’s registration in the elections to the regional Legislative Assembly [37] .

Planet of Children Foundation

The Children's Planet Charitable Foundation was established in Transnistria on March 12, 2007 [38] . According to Smirnova, the project was initiated by Gazprombank, which she also headed, and was supported by the President of the PMR Igor Smirnov [39] . According to Smirnova, the Fund was conceived during the referendum on the independence of the PMR [40] . The fund has representative offices in all cities of Transnistria [38] .

Criminal Case in Russia

On August 20, 2011, Smirnova was presented with a summons demanding to appear at the Moscow City Prosecutor’s Office to testify in the case of the “crime committed against the Russian Federation”. The agenda was presented after it crossed the border of the Russian Federation. This is associated with an investigation into the expenditure of funds from the account of Tiraspoltransgaz - Transnistria LLC, which Smirnova headed in 2004-08 [43] . According to media reports, money transferred by the population for gas was transferred to Gazprombank, and then not transferred to Gazprom , but was used to cover the domestic needs of the region, as well as spent on financing the Patriotic Party of Transnistria [5] [44] . In general, it is known that funds for gas have not been transferred to Russia for ten years, and the amount of debt exceeded $ 2.6 billion [45] .

In 2007, the Speaker of the Transnistrian Parliament, Yevgeny Shevchuk, said during a special press conference that the money collected from the population in 2006 for gas ($ 27 million) was not paid to Russia, but remained in Gazprombank and that in 2007 ($ 18 million for first quarter) the situation has not changed [46] .

In 2005, Transnistria did not pay Russia $ 96.9 million for gas, and the level of payment for current supplies to Transnistria in 2005 amounted to 65.3% of the cost of gas supplied and 25% in the first quarter of 2006 [47] .

In addition, it is reported that the money that Russia transferred to increase pensions in the PMR was also transferred by the Transdniestrian Republican Bank to Gazprombank at a percentage of 0.1, and then issued to borrowers at 15% per annum, and the difference was transferred to Cyprus, Comoros and to Mongolia [2] .
