The Scientific Center for Legal Information under the Ministry of Justice of the Russian Federation (NCLI) is a federal state institution under the Ministry of Justice of Russia .
It was founded on June 25, 1975 by resolution of the Council of Ministers of the USSR No. 558 as part of the All-Union Scientific Research Institute of Soviet Legislation [1] .
Until 1993, the Center was the only state organization providing legal information to the apparatus of representative, executive and judicial authorities [2] .

Goals and objectives
The main objectives of the Scientific Center for Legal Information are:
- implementation of the state policy of informatization of the Ministry of Justice of Russia;
- maintaining the federal register, state information resources, other databases of legal information in the Ministry of Justice of Russia;
- the introduction of information technology in the activities of the Ministry of Justice of Russia;
- meeting the needs of the Ministry of Justice of Russia in information support activities;
- prevention of leakage through technical channels of restricted access information.
Activities
The NCLI serves as the central node of a distributed information and computing system in the structure of the justice authorities of the Russian Federation. The following electronic databases of legislative, by-laws and normative acts have been created and are being maintained at the NCLI:
- Federal register of regulatory legal acts of the constituent entities of the Russian Federation.
The Center conducts research on the creation, implementation and operation of information and telecommunication systems, as well as carries out experimental design, design, construction, installation and commissioning work on the creation of information systems, data processing systems, hardware and software systems and software products.
