History
Formed in the Baltic Special Military District on June 4, 1941.
In the army from June 22, 1941 to July 19, 1941.
Had to ensure the defense of the port and naval base in Libau . The band of the fortified area was apparently being prepared for the further construction by the units of the 67th Infantry Division
The district did not have its own garrison; only the headquarters was formed.
Destroyed in Libau a few days after the outbreak of war.
On July 19, 1941, the fortified area was disbanded.
