The Khatai district of Baku ( Azerba. Xətai rayonu ) is the administrative unit of Azerbaijan , one of the 12 administrative districts of Baku . Located in the southern part of the Absheron Peninsula .

Content
History
Khatai district is one of the most industrial districts of Baku. Since the end of the 19th century , when oil-bearing areas began to be developed in Azerbaijan, most of the oil refining enterprises began to be located in this area. This was due to the presence on its territory of the coastal seaport zone on the Caspian coast. For this reason, the area at the end of the XIX century was called "Factory". In 1920, the regional territorial division "Fabrichny" was formed, in 1932 the district was officially renamed Shaumyanovsky, in honor of the Bolshevik and revolutionary Stepan Shaumyan . On January 5, 1990, the district was renamed Khatai, in honor of the founder of the Safavid dynasty, the classic of Azerbaijani literature, Shah Ismail Khatai .
Since the beginning of the last century, this part of the city is still called the “Black City” because of the factory buildings blackened by soot and smoke. [2]
Political structure
The activity of the executive power of the Khatai district is based on the “Provision on local executive authorities” according to the Decree of the President of Azerbaijan of June 16, 1999 No. 138 [3] . The head of the Khatai district is the Chief Executive - Razim Isa oglu Mamedov ( 2010 ) [3] .

Economy
A large number of industrial enterprises of the city are located in Khatai district, including 2 oil refineries, moorings of the Baku sea port, a radio plant.
