Hadzhikurbanov, Sergey Gokievich

Sergey Gokievich Khadzhikurbanov is a former operative officer of the Organized Crime Department ( Organized Crime Control Department ) of the Ministry of Internal Affairs of the Russian Federation , who was dismissed in 2003. In 2004, he was sentenced to four years for abuse of office, but after reviewing the term of imprisonment he was released in September 2006. In August 2007, he was arrested on suspicion of organizing the murder of journalist Anna Politkovskaya on October 7, 2006, and was acquitted by a jury in February 2009. In February 2010, he was sentenced to eight years in prison for extortion. Member of the Union of Journalists of Russia .

Biography

Sergei Gokievich Khadzhikurbanov was born on February 16, 1967. Only fragmentary information from his biography was published. It is known that he began working in the police as a driver, his last post was the officer in charge of the 8th department of the Central Regional Office for Combating Organized Crime ( CROUB ) at the Main Directorate for Combating Organized Crime (GUBOP) of the Ministry of Internal Affairs of the Russian Federation , which dealt with ethnic criminal groups . In this post, he worked with Chechen criminal groups, had agent connections in Moscow and Chechnya itself, where he often went on business trips. Khadzhikurbanov was also involved in the release of hostages: in 2000, he participated in a special operation to rescue Chechens Adi Sharon , the son of a Jewish businessman, for whom they demanded a ransom of 8 million rubles. He also participated in the release of the hostages during the terrorist attack on the musical “Nord-Ost” in 2002, and, as Gazeta.ru wrote, he was subsequently accused of looting .

The Anna Politkovskaya Murder Case

On October 7, 2006, the famous journalist Anna Politkovskaya was killed at the entrance of her house. The Prosecutor General’s Office chose the “Chechen trace” as the main version: the Alazan (Lazan) criminal gang , whose leader was the Chechen separatist and criminal “authority” Khozh-Akhmed Nukhaev , also suspected of organizing the murder of Paul Khlebnikov, was accused of murdering the journalist. According to investigators, the "Alazinians" decided to kill Politkovskaya because "big people in Chechnya" had serious complaints about her. The "Alazinians" transferred the order for the murder to their Moscow "governor" Magomed Demelkhanov, who instructed his brothers Rustam (directly the murderer), Dzhabrail and Ibrahim Makhmudov. The Prosecutor General’s Office claimed that the Makhmudovs allegedly contacted Khadzhikurbanov, who, in particular, was involved in the “Organized Crime Control Department,” in particular, with “Alazins,” and asked him to help organize surveillance of Politkovskaya. According to investigators, Khadzhikurbanov attracted employees of the operational search department of the Moscow Central Internal Affairs Directorate to spy on a journalist. Other persons were involved in the criminal case, but they were released. Also, the investigation failed to prove that the customers of the crime were Nukhaev or Demelkhanov.

According to the investigation, Hadzhikurbanov received two BMW and Ford cars, as well as a Yamaha motorcycle, as payment for the murder of Politkovskaya. In August 2007, Khadzhikurbanov was put on the wanted list, he was charged under article 105 ( murder ), and later also charges under articles 222 (arms trafficking), 286 ( abuse of power ) and 163 ( extortion ). According to the investigation, Khadzhikurbanov was the actual organizer of the crime, he also acquired a gun, which was carried out the murder. The investigation was added to the case and an episode with extortion of money from Ponikarov. He did not have to search for Khadzhikurbanov; at the end of August he was arrested. It is noteworthy that during the investigation he was in the same cell for some time with serial killer Alexander Pichushkin .

However, Hadzhikurbanov’s lawyers insisted that the investigation artificially united the accused into one group in order to report on the disclosure of a high-profile crime. Khadzhikurbanov himself said that he could not participate in the crime, because on the day of the murder he celebrated his mother’s birthday. The printouts of his telephone conversations also pointed to Khadzhikurbanov’s innocence: it turned out that from September 2006 to the summer of 2007, Khadzhikurbanov had never contacted Ibragim Makhmudov, and he called Dzhabrail only once, in December 2006, after the murder of Politkovskaya. In addition, it was alleged that he could not participate in the organization of the murder, since he had only recently left prison. However, the investigation believed that in order to prepare for the murder, the Khadzhikurbanov could leave the prison for some time. The lawyers of the Politkovskaya family were skeptical about the quality of the investigation.

The trial of the Politkovskaya murder began in November 2008 in open trial at the Moscow District Military Court. As the press wrote, Hadzhikurbanov at the hearing looked cheerful and was confident in his innocence, saying that the prosecutor's office intends to make him “extreme”. On February 19, 2009, the jury completely acquitted all the accused in the Politkovskaya case; they were released in the courtroom. This decision was appealed by the General Prosecutor's Office and the Investigative Committee at the Prosecutor's Office of the Russian Federation (UPC) continued to investigate this criminal case.

At the end of April 2008 a criminal case was opened against Khadzhikurbanov on the fact of extortion, on February 25, 2009 he was charged with a new charge, and in April he was arrested. Hadzhikurbanov was charged with extorting money from Dmitry Pavlyuchenkov (Pavlyuchenko), the former head of the Moscow police department, who was the main witness for the prosecution in the Politkovskaya case. The press wrote that during the stay of Khadzhikurbanov in prison, Pavlyuchenkov received from the ex-head of the Achkhoy-Martan district Shamil Buraev 25 thousand dollars raised to help the family of the former policeman, but he appropriated them and therefore was interested in the conviction against Khadzhikurbanov in the case Politkovskaya. After leaving prison in 2006, a former policeman demanded that Pavlyuchenkov return money with interest (the amount was mentioned in the press from 50 to 350 thousand dollars), and when he refused, he threatened to kill his whole family. Subsequently, Pavlyuchenkov gave this money to a former policeman, who, in turn, transferred it to Buraev. According to Khadzhikurbanov, the initiation of a new criminal case was the revenge of the investigation for the acquittal in February.

In September 2009, the Supreme Court of the Russian Federation returned the “Politkovskaya case” for further investigation to the UPC . In the same month, the Tagansky District Court of Moscow launched a trial in Hadzhikurbanov’s case of extortion . Together with him in the dock appeared Chervonya Ogly, who was charged with mediation in transferring money. Khadzhikurbanov’s motion to merge the bribe case with the “Politkovskaya case” was not approved by the court. On February 15, 2010, the court ruled: both persons involved in the case were found guilty, Hadzhikurbanov was sentenced to eight years in a maximum security penal colony, and Ogly - to seven years in a maximum security penal colony.
