Description

The Ministry carries out state regulation and management of activities in the field of communications and informatization, coordinates the activities of legal entities, regardless of ownership and individual entrepreneurs in the field of communications and informatization [1] .

Submits to the Council of Ministers of the Republic of Belarus [2] .

In his activities, he is guided by the Constitution of the Republic of Belarus, other acts of the legislation of the Republic of Belarus and the Regulation on the Ministry of Communications [2] .

The Ministry coordinates the activities of other republican government bodies on issues within its competence [2] .

Key Tasks

  • State regulation, management of activities, the implementation of a unified state policy in the field of communications and informatization and the creation of conditions for the development of organizations of all forms of ownership operating in this area;
  • organization of development and implementation of communication and information development programs;
  • coordination of the activities of legal entities, regardless of ownership, and individual entrepreneurs in the field of communication and informatization in order to meet the needs of state bodies, legal entities, as well as individuals in communication services, creating conditions for meeting the information needs of state bodies, legal entities and individuals the basis for the creation of information systems and (or) networks, providing the formation and processing of information resources and providing users with documents th e information;
  • development and implementation of policies in the field of planning, distribution and efficient use of the radio frequency spectrum of civilian electronic equipment [2] .

History

On December 28, 1954, the Decree of the Presidium of the Supreme Council of the USSR “On the Transformation of the All-Union Ministry of Communications into the Union-Republican Ministry of Communications of the USSR” was issued, according to which, on January 5, 1955, the Union-Republic Ministry is formed on the basis of the Office of the Commissioner of the USSR Ministry of Communications Communications of the Belarusian SSR [1]

On July 16, 1990, the Ministry of Communications of the BSSR was transformed into the Ministry of Communications and Informatics of the BSSR (Decree of the Supreme Council of the BSSR of July 16, 1990 No. 129-XII) [1] .

Since January 11, 1997, the Ministry of Communications and Informatics of the Republic of Belarus was transformed into the Ministry of Communications of the Republic of Belarus (Decree of the President of the Republic of Belarus of January 11, 1997 No. 30) [1] .

Since February 17, 2004, the Ministry of Communications of the Republic of Belarus was transformed into the Ministry of Communications and Informatization of the Republic of Belarus (Decree of the President of the Republic of Belarus dated February 12, 2004 No. 66) [1] .

In May 2011, pursuant to paragraph 131 of the Measures to implement the provisions of the Presidential Directive of the Republic of Belarus dated December 31, 2010 No. 4 “On the development of entrepreneurial initiative and stimulating business activity in the Republic of Belarus”, a Public Council was created under the Ministry [3]

Central Office

The staffing is 63 units [1] .

The Ministry’s system is composed by the Ministry itself and organizations subordinate to it, as well as organizations whose shares (shares) belong to the Republic of Belarus and are transferred to the management of the ministry [1] .

As of September 2017, the Ministry of Communications includes 12 organizations, including 4 state-owned commercial organizations, 2 budget-financed organizations, 5 open joint-stock companies and one closed joint-stock company:

  • five commercial organizations of state ownership:
  1. Beltelecom Republican Unitary Telecommunication Enterprise ,
  2. Belpochta Republican Unitary Enterprise of Postal Service ,
  3. Republican Unitary Enterprise for Supervision of Telecommunications "BelGIE" ,
  4. Scientific and Engineering Republican Unitary Enterprise “Institute of Applied Software Systems” [4] ;
  • two budget-funded organizations:
  1. State Courier Service ,
  2. Educational Institution “Belarusian State Academy of Communications” ;
  • five open joint stock companies:
  1. Giprosvyaz OJSC
  2. Promsvyaz OJSC
  3. Minsktelecomstroy OJSC
  4. Belsvyazstroy OJSC
  5. Belremstroysvyaz OJSC ;
  • one closed joint-stock company:
  1. CJSC Belarusian Telecommunications Network ,

The structure of the organizations (RUE Belpochta, RUE Beltelecom, OJSC Belsvyazstroy, OJSC Belremstroysvyaz) includes branches, 25 in total in the country. Branches of RUE Belpochta include 88 postal stations and branches of RUE Beltelecom - 47 telecommunication nodes. The system of the Ministry of Communications employs more than 43, 7 thousand people.
