Pavement court

Pavement Court (the same name “Bruģu tiesa” was fixed in Latvian) is a special court established by the Swedish Governor General Klas Okeson Tott in 1671 for the Riga County .

According to its functional specificity, this judicial body was ranked as a general court ( ordnungsericht ). This court existed with short interruptions until 1889, when a general judicial reform was carried out throughout the Russian Empire , the effect of which also affected the Baltic provinces. The Pavement Court combined three functions - police, judicial and administrative. It got its name from one of its main destinations - to be responsible for the quality of rural paved roads in Livonia . The jurisdiction of the court of this level fully included issues related to petty crimes, and larger cases were investigated in the framework of the “Pavement Court”, and then in the final stage were redirected to zemstvo courts for finalization. This body included one judge and two adjuncts. The branches of the Pavement Court were located in all other counties of Livonia.
