Kyzindar Mehmed-agi came from the Karalesian Beys , among the first Crimean families to receive the Russian nobility in 1783 (with the rank of Collegiate Counselor ) and giving rise to the name of the Balatukovs. A pupil of the Greek cadet corps , from where he was released in 1793 with the rank of second lieutenant , in 1801 he retired with the rank of major ; in 1803 - 1806 he was elected Simferopol district leader of the nobility . In the Russian army was listed as Kirill Matveyevich Balatukov.

In August 1807 , in connection with the outbreak of war with France, he was appointed commander of the newly formed Simferopol mounted Tatar regiment, serving on the Prussian border. Since the beginning of the Patriotic War of 1812, he took part in hostilities as part of the ataman Platov’s corps, including in the Smolensk , Mozhaisk, Borodino , Tarutino battles. In the corps of General Wittgenstein, he participated in a foreign campaign in the battles of Tilsit and Brandenburg, especially distinguished himself as a member of the detachment of Lieutenant General Leviz, together with the regiment, when taking Danzig , for which he was promoted to major general on December 7, 1813 . For military services, while still in the rank of lieutenant colonel, on December 31, 1812 he was awarded the Order of St. George IV degree, orders of St. Anna of the II degree and St. Vladimir III and IV degrees. Later he was also awarded the Order of St. Anna I degree.

After the dissolution of the Crimean Tatar regiments at the end of the war in October 1814 , he initiated the creation of the Crimean Tatar Guards Squadron (modeled on the Don and Ural Cossack Cossacks), for which he received the grace of Emperor Alexander I , whom he met while visiting the Crimean monarch in 1825 . The following year, 1826, a decree was issued on the formation of the Life Guards of the Crimean Tatar squadron , which in April 1827 entered the service in St. Petersburg .

General Kaya-bey Balatukov died in October 1827 and was buried in the family estate of Karales .
