Biography

Born on August 16, 1960 in Pskov . From 1979 to 1981, he served in the ordinary military service in the Interior Troops of the Ministry of Internal Affairs . In 1983 he graduated with honors from the Leningrad Special High School of Police of the USSR Ministry of Internal Affairs . He continued his service as a criminal investigation officer of the Pskov city police department.

In 1988 he graduated with honors from the Higher Political School named after the 60th anniversary of the Komsomol of the USSR Ministry of Internal Affairs .

In 1988-1991 he studied in the adjunct of the Moscow Higher School of Police, Ministry of Internal Affairs of the USSR, after which he taught at the Leningrad Higher Political School of the Ministry of Internal Affairs of the USSR.

In 1991-1993, he was engaged in research activities at the Academy of the Ministry of Internal Affairs of Russia.

Prior to his appointment as State Secretary - Deputy Minister of the Interior of the Russian Federation, he headed the Department for Legal Support of Law Enforcement Bodies of the State Legal Department of the President of the Russian Federation.

On February 18, 2010, by the decree of the President of the Russian Federation, he was appointed to the position of State Secretary - Deputy Minister of the Interior R.G. Nurgaliyev , who served as head of the Ministry of Internal Affairs from 2004 to 2012.

In June 2012, by presidential decree, he was relieved of the post of State Secretary - Deputy Minister of Internal Affairs of the Russian Federation. Igor Zubov was appointed president by decree.

On July 11, 2012, by the order of the Government of Russia, he was appointed to the position of Assistant to the Chairman of the Government of the Russian Federation, Dmitry Medvedev [1] . As an assistant, he deals with security and law enforcement issues.

Candidate of Laws (dissertation topic “Legal guarantees of legality in the USSR and the place of internal affairs bodies in the mechanism of their implementation”), author of several publications in the legal press, associate professor.
