Liu Zhihua

Liu Zhihua ( Chinese Rev. 刘志华 , Pinyin : Liú Zhìhuá ) ( born 1949 [1] ) is Beijing's deputy mayor responsible for overseeing the construction of the Olympic Village for the 2008 Olympics . On June 11, 2006, he was removed from his post and charged with major abuses.

Liu Zhihua was born in April 1949 in the city of Panjin , Liaoning Province, and in August 1968 he joined the company. Member of the CPC since December 1984. Graduated from the institute with a degree in economics. In the government of Beijing at various times he was responsible for the construction, management of city property, sports, and the development of rail transport in the city. At the same time, he served as the head of the Steering Group for the construction of economical housing and the reconstruction of dilapidated housing and preserving the appearance of the ancient capital, the head of the Steering Group for the reform of the housing system in Beijing, the head of the Beijing Rail Transport Development Department, the head of the Beijing Football and Sports Development Management Committee, etc. [2 ]

Corruption Scandal

On June 11, 2006, Li Zhihua was fired on corruption charges. This decision was “made at the 28th session of the 12th convocation of the People’s City of Beijing on the basis of the revealed facts of criminal acts, irrefutable evidence, seriousness of the case and negative influence” [3] , a criminal case was instituted against Li Zhihua.

Beijing Olympic Committee officials immediately rushed to disown Li Zhihua, stating that the latter did not hold any committee posts. “His resignation is due solely to private reasons, the investigation is currently being carried out by the competent authorities. His resignation will not affect the preparations for the 2008 Beijing Olympics. ” According to official Chinese media reports , the vice mayor of Beijing was dismissed due to "moral decay and decline," but no specific reasons for the resignation were mentioned [4] .

On June 13, 2006, an article was published in the British newspaper The Times , which talked about the real reasons for what happened. According to British journalists, Liu was fired when he demanded a bribe from an unnamed foreign businessman for selling a plot of land. When Vice Mayor Liu refused to transfer the land, even after receiving the money, the businessman complained about it to the authorities. During the investigation, it turned out that in the resort town of Kuangou near Beijing, Liu Zhihua built for himself a "palace of pleasures filled with young concubines," occupying part of the resort complex in a hilly area [5] .

Liu Zhihua was sentenced to death in 2008 with a two-year deferral of execution. [6]
