He studied law and economics in Poland and France. He joined the Polish and French Communist Parties. In 1928 he was expelled from France. In 1939 he was in Lviv , during the Second World War he moved to the USSR, lived in Samarkand . He was one of the organizers of the Union of Polish Patriots in the USSR and the Bureau of Polish Communists. He served as commissar in the first division named after Kosciuszko.
After returning to Poland, he held important posts in state bodies. Since 1949, head of the state planning committee; chief architect of the six-year plan . Vice Prime Minister of the Government of Poland since November 20, 1952. Dismissed, removed from the Politburo, and then from the Central Committee, after the " Poznan June " in 1956.
