The Commission of the Presidium of the Council of Ministers of the USSR on military-industrial issues (MIC under the Council of Ministers of the USSR) is a permanent special body established under the Presidium of the Council of Ministers of the USSR in 1957 to coordinate the activities of the defense industry of the USSR .

History
On December 6, 1957, a resolution was issued by the Central Committee of the CPSU and the Council of Ministers of the USSR on the creation of the Commission on Military-Industrial Issues under the Presidium of the Council of Ministers of the USSR. In 1957, in addition to the Ministry of Defense of the USSR , the Commission included ministries of defense industries (MOOP) - secondary engineering of the USSR , aviation industry of the USSR , defense industry of the USSR , general engineering of the USSR , radio industry of the USSR , communications industry of the USSR , shipbuilding industry of the USSR , electronic industry of the USSR , and the KGB of the USSR state Committee for Atomic energy, General Directorate of state material reserves, mainly e Engineering Department of the State Committee for Foreign Economic Relations , Main Special at Gosmontazhspetsstroe organization n / I number 10, DOSAAF , the Central Committee of "Dynamo" and the All-Army military and hunting society.
At the disposal of the chairman of the military-industrial complex were the secretariat, deputies, the Scientific and Technical Council and the apparatus, which consisted of different periods of 10-15 departments.
The deputy chairmen of the military-industrial complex were vested with the rights of the first deputy minister of the USSR, and the heads of the departments with the rights of the deputy minister of the USSR. The military-industrial complex did not exceed 250 people.
For many years, the Scientific and Technical Council of the military-industrial complex was headed by the academician of the Academy of Sciences of the USSR A. N. Shchukin in the rank of deputy chairman of the military-industrial complex. NTS VPK consisted of 10-12 sections on the main problems of the development of weapons and military equipment. 200-250 members of the NTS from the defense industry, research institutes of the Ministry of Defense of the USSR, the Academy of Sciences of the USSR and higher educational institutions worked in them. One of the sections of the NTS, which included academics and corresponding members of the USSR Academy of Sciences, was officially called the "Presidium."
The decisions of the military-industrial complex were binding on all ministries and departments developing and producing military products, regardless of their departmental subordination.
In 1985, the previously created commission was transformed into the State Commission of the Council of Ministers of the USSR on military-industrial issues , in 1991 - into the State Military-Industrial Commission of the Cabinet of Ministers of the USSR .
The tasks of the military-industrial complex
- organization and coordination of work on the creation of modern types of weapons and military equipment;
- coordination of the work of the defense industries, other ministries and departments of the USSR involved in the creation and production of weapons and military equipment;
- providing, together with the USSR State Planning Commission, the integrated development of defense industries;
- improving the technical level of production, quality and reliability of weapons and military equipment;
- operational management and control over the activities of the defense industries, including the creation, production and supply of weapons and military equipment, production of consumer goods and other civilian products in volumes equal to the value of the salary fund of enterprises in the industry, as well as control over the activities other industries on these issues;
- preparing jointly with the USSR State Planning Commission and the USSR Ministry of Defense weapons programs, five-year and annual plans for the creation, production and release of weapons and military equipment and submitting them for consideration and approval;
- preparing and submitting, together with the USSR State Planning Commission, the ministries of defense and finance, for consideration by the USSR Defense Council and the USSR Supreme Soviet, proposals on the control figures of the country's spending on the creation and production of weapons, military and other special defense equipment in relevant planning periods;
- coordination of foreign economic relations of defense industries for military-technical cooperation.
- organization of the development and production of equipment for the processing sectors of the agro-industrial complex, light industry and trade;
