Draft Guidelines for allowable discharges
The project calculates the allowable discharges of pollutants from industrial and waste water into a water body. The purpose of establishing standards for permissible wastewater is to determine the allowable amount of pollutants entering the water body as a result of the economic activity of the enterprise. The composition of the water in the water body should be maintained at a level formed under the influence of natural factors. Ensuring water quality standards in water bodies is achieved through the implementation of a range of environmental measures. The values of VAT serve as the basis for monitoring compliance with established regimes of discharge (and quality) of water into water bodies and are the main targets for the development of plans and programs for the development of water protection complexes.
Previously, the VAT project was called the MPD or the Norms for maximum permissible discharges . The name was changed by the Methodological Guidelines for the development of standards for permissible effects on water bodies, Moscow, 2007 (approved by Order of the Ministry of Natural Resources of the Russian Federation dated 12.12.2007 No. 328) Norms for Maximum Allowable Discharges (draft standards VCP) [1] are set for each release of wastewater acting enterprise - water users, based on the conditions of non exceeding the maximum allowable pollutant concentration (MAC) in the control section, because of its p left use, at excess MPC control section - on the basis of the conditions of preservation (non-worsening) of the composition and properties of the water in bodies of water, formed by natural factors.
Maximum Allowable Reset (MPD)
Maximum allowable discharge (MPD) - environmental standard: the mass of the substance in wastewater, the maximum allowable for discharge in the established mode at this point of a water body per unit time in order to ensure water quality standards at a control point; The MPC - the limit on wastewater consumption and the concentration of impurities contained in them - is set taking into account the MPC of substances in water use places (depending on the type of water use), the assimilative ability of the water body, the prospects for the development of the region and the optimal distribution of the mass of discharged substances between water users discharging waste water ( GOST 17.1.1.01—77 ).
