Biography

Born in Vologda in a merchant family. In 1901 he graduated from the Agronomy Department of the Moscow Agricultural Institute .

He worked in the Tambov and Saratov provinces as the head of the Rusinov estate. In 1904 he was appointed agronomist of the 1st category of the Transbaikal Cossack Army in Chita . He was one of the active participants in the Revolution of 1905-1907 in Russia . Sentenced to 2 months in prison for participating in the Council of servicemen of the Chita garrison.

He was elected by the elector to elect a deputy to the II State Duma . On October 25, 1912, he was elected to the IV State Duma from the Trans-Baikal Region at the regional election meeting. In the Duma, he joined the Cadet faction .

On February 27, 1917, he was appointed Commissioner to the Ministry of Agriculture from the Provisional Committee of the State Duma . March 2, 1917 - Comrade Minister of Agriculture A. I. Shingarev . October 3, 1917 became part of the Pre-Parliament . He participated in the election of deputies of the Constituent Assembly from the Irkutsk province .

After the October coup, the Bolsheviks became one of the leaders of the Moscow " National Center ". In the summer of 1918 , having arrived in Kiev , he supported P.N. Milyukov ’s plan to suppress Soviet power with the help of Kaiser Germany . Since the spring of 1919 he was in Omsk , worked in the Eastern Department of the Cadet Party.

In 1920 he emigrated to France , to Paris . In 1924 he entered the interim board of the Siberian community in Paris, the closest assistant to P.N. Milyukov in exile. Managing Director of the Latest News Publishing House. During the occupation of Paris, the Nazis saved the property of the newspaper, which he handed over to former employees after the war. He spent the last three years of his life in extreme poverty and loneliness.
