The son of Marcel Pernoo, a French conductor of Dutch descent. He received a musical education as a trumpeter, in the 1940s. played the trumpet at the Radio of France Orchestra under the direction of conductors such as Willem Mengelberg and Herbert von Karajan .
In 1963 - 1971 led the Bordeaux Symphony Orchestra . At the same time in 1968 he became director of the Conservatory of Bordeaux; in this post, in particular, assisted Jean Marie Londe in the creation of the Bordeaux Saxophone Ensemble. Among the most famous recordings of Pernoo is an album with selected numbers from Gaetano Donizetti ’s opera “ Favorite ”, the Fifth Symphony of Guy Ropartz and others. A long-term member of the jury of the Maria Canals International Singing Competition. The author of a number of chamber plays.
Pernoo's nephew Jerome Pernoo is a famous cellist.
