Born in the family of a serf. In 1859 he was apprenticed to the harmonious factory of G. T. Vorontsov.
Together with N.I. Beloborodov, he designed and in 1878 (according to other sources in 1871) he produced chromatic harmony, which had a decisive influence on the development of pneumatic keyboard reed musical instruments. In it, for the first time I used a resonator chamber, which was the prototype of the timbre chamber of modern button accordions, accordions, and harmonies.
By order of N. I. Beloborodov, one of the first masters began to produce orchestral instruments (harmonica-bass, harmonica-prima, etc.)
He designed a number of devices that facilitated the production and assembly of musical instruments. Many Tula masters subsequently began to use inventions made by L. A. Chulkov in the production.
He taught the production of harmonies to several talented masters: first of all, his six sons. Some of them became followers of his work. The most famous masters in the manufacture of musical instruments and harmony designers were Gennady Leontyevich and Pavel Leontyevich.
He had a significant impact on the development of harmony and harmonious production in Russia.
