Prince Yakov Ivanovich Lobanov-Rostovsky ( March 25, 1760 - January 18, 1831 ) - Russian statesman; the son of Prince I. I. Lobanov-Rostovsky ; brother of princes Alexander and Dmitry Lobanov-Rostovsky .

Biography

Descended from the Lobanov-Rostovsky clan ( Rurikovich ). His father was the captain of the horse guards, and his mother, Ekaterina Aleksandrovna, was his granddaughter. B.I. Kurakin .

In 1781 he entered the service in the Semenov regiment , where he served to the rank of captain . In 1784 he was granted to the chamber junkers , in 1793 to the chamberlains ; in 1794, thanks to his solid connections with Count P. I. Panin (great-uncle) and Prince N. V. Repnin (uncle), he received the appointment of Chief Prosecutor of the 5th Senate Department; then he was appointed to Moscow to monitor the affairs of the Moscow departments of the Senate and the offices of the province, as well as manage theaters. Under Alexander I, he received the position of senator and member of the Moscow Board of Trustees.

In 1808, he was appointed Little Russian Governor-General and in 1810 received the rank of a real Privy Counselor for his efforts to prepare food for the Moldavian army. In 1812, he formed, on his own initiative, 17 Little Russian Cossack regiments, which were moved to Tula and Kaluga, and Zemvo militia was assembled to protect Little Russia.

In 1816, on February 22, he was appointed to the State Council, on April 20 of the same year, he was appointed to the commission of petitions submitted to the Highest Name, but four years later, in 1820, he resigned from this position. In 1826 he was appointed to the Supreme Criminal Court in the case of the Decembrists . He was awarded the Order of St. Vladimir 1st degree . Appointed then chairman of the department of laws and a member of the committee of ministers, in 1827 he was appointed chairman of the department of civil and spiritual affairs of the State Council, and in 1829 was granted to the chief chamberlain.

Reviews of contemporaries

By the recall of contemporaries, Prince Ya. I. Lobanov-Rostovsky in his youth was distinguished by a beautiful appearance, courtesy, and especially cheerful, sociable character. With a natural mind, he was distinguished by his bluntness and nobility of character, spoke the truth in his eyes, sometimes he was very hot, he liked to sharply denounce a lie.

A stranger to self-interest and hypocrisy, he praised for his eyes, scolded and did not approve of what he could not praise; thanks to this, many people disliked him, but respected him; in the days of Arakcheev’s power, he turned away from him in public meetings and loudly condemned his activities; not wanting to act through this royal confidant, he refused the title of chairman of the Prosperity Commission when he was deprived of the opportunity to make personal presentations, although he considered this service the happiest time in his life, because he could tell the truth to the emperor, asking for the unfortunate. Until his very old age, he kept his character alive, was the soul of society, “ young in a circle of young people, participated in games of the fair sex, loved to rejoice together and share grief with others” [1] .

Prince Yakov Ivanovich died after a serious illness on January 18, 1831 and was buried at the Farforovskiy cemetery . His friend A. Ya. Bulgakov wrote to his brother [2] :

 Countess Panina told me that Yakov Ivanovich had paralysis in his stomach, nothing, therefore, to hope ... Sorry for the good old man ... Moscow is sad about Prince Yakov Ivanovich Lobanov. He would live here. He was here as a power, second or third person in the city; and in Petersburg he was invisible, exchanged for old age a way of life, bustle, trot.

Alexandra Nikolaevna Lobanova-Rostovskaya (1797)

From 1784 he was married to Alexandra Nikolaevna Saltykova (1764–1829), daughter of Senator N. N. Saltykov , granddaughter of Prince J. P. Shakhovsky . Got her a dowry estate near Vyazma , which he thoroughly rebuilt and renamed in honor of his wife in Alexandrino . She died in Moscow on May 4, 1829. Seven sons and two daughters were born in marriage, but most of the children died in infancy.
