The results of team games among themselves at the first stage were taken into account. Participants in the playoffs for 3-4 places were two of the best teams from the groups. The final 5–8th and 9–12th places were also played in the playoff system by the teams that took the 3rd – 4th and 5–6th places in the second stage groups, respectively.

According to a similar system, places from 13th to 23rd were played by 11 teams, taking 3-4 places in the groups of the first stage.
