In 1917 he graduated from MUZHVZ . He worked in the Ryazan state free art workshops (RGSHM).

April 19, 1919 in front of the Ryazan gubernials, talked about the "end of art":

“Art - painting and sculpture - should be utilitarian and organically connected with architecture ... Painters and sculptors in their education in art should be placed closer to technology ... Sculpture is any form [...] but it is better when it is utilitarian ... The age of paintings passed on art must be viewed from the point of view that it has been and is progressing until it reaches the end and has exclusively utilitarian use. ” [one]

Education manifesto:

“My task is to educate students in the workshop in the spirit of professionalism of those arts that the student chooses for himself and a sense of teamwork, to create a creator-composer, and, in extreme cases, a master-orchestra. Work should be done on overcoming materials: paints, canvas, iron, wood, walls; the study of materials, the understanding of forms in connection with the material, the study of new forms and the eternal development of striving forward. The character of the workshop is applied, monumental and decorative. The duration of the courses is three-year. ” [2]

Either immediately before his appointment to the Russian State Agricultural Art Museum, or after leaving Ryazan V.P. Kiselev took part in the work on the monument to V.I. Surikov, designed by the sculptor P.I. Bromirsky in the form of an angel with a sword in his hands. According to the memoirs of L. F. Zhegin , “the entire technical part of the work — it was forged from thick sheet iron — lay on Kiselev” [3] .

Kiselev strove to give his workshop a monumental profile: thoughts on the connection of architecture, sculpture and painting; a unifying line leading from visualization to constructivism and further to production art.
