World Cat Federation

World Cat Federation ( WCF ) is an association of felinological clubs. Created in Rio de Janeiro ( Brazil ) in 1988 by three cat lovers clubs; The headquarters is currently located in Essen ( Germany ). The World Cat Federation is registered as a European organization in Germany and Belgium. It consists of more than 540 cat lover clubs from different countries.

Creation History

The World Cat Federation was created in 1988 in Rio de Janeiro by three clubs that were dissatisfied with the low democratic nature of the federations that existed at that time. [one]

The Federation Bureau in Russia was created in 2002 at the WCF General Assembly, convened in Milan (Italy), by decision of the organization’s board. The headquarters of the Russian bureau WCF is located in Penza . [2] The goal of creating the Russian WCF Bureau was to coordinate the work of Russian clubs - members of the federation [3] .

(The representative office does not have official registration in the Russian Federation, that is, it conducts illegal activities in Russia)

Structure

Currently, the World Cat Federation unites 93 associate members [4] and more than 540 [5] clubs from 18 countries, while more than 200 cat lovers clubs with sub-club status are members of the World Cat Federation [6] .

Members of the federation are financially and organizationally independent public organizations that are direct members of the federation. Upon entry, they gain the right to use the symbols of the federation, after obtaining a license (for exhibitions) to hold cat shows, issue pedigree documents with the symbols of the federation.

The Federation is an open and democratic organization. She recognizes the many felinological systems of the world, their judges and genealogy documents.

Among the partners of the federation are TICA (USA), FIFe (Czech Republic), GCCF (Great Britain) and CFA (USA); therefore, judges of these organizations often participate in federation exhibitions.

Federation President Annelise Hackman is a member of the European Parliament. In this regard, the Federation is actively involved in the discussion of European legislation on issues relating to animals.

Headquartered in Essen (Germany), registered as a European organization in Germany and Belgium. WCF official languages: German, English and French.

The Federation Council is an international body of five members: Annelies Hackmann ( German: Aneliese Hackmann , Essen , Germany) - President, Ortrun Wagner ( German: Ortrun Wagner , Heppenheim , Germany) - Secretary General, Marion Meister ( German: Marion Meister , Gelsenkirchen , Germany) - CFO, Paulo S. Ruschi ( born Paulo S. Ruschi , New York , USA) - 1st Vice President, Anna Rudakova ( Penza , Russia). Anna Rudakova is also the head of the Russian Federation bureau.

There are also four commissions in the federation: standard disciplinary, judicial disciplinary, audit, exhibition. In addition to its members, each of the commissions includes one member of the WCF Board [1] .

The Federation cooperates with other international felinological federations and is a member of the World Felinological Congress [3] .

Federation Functions

The Federation carries out the following activities [3] :

  • registration of nurseries;
  • training and licensing of judges;
  • development and adoption of breed standards;
  • provision of exhibition licenses;
  • monitoring compliance with exhibition rules;
  • establishment of international relations.

Exhibition activities

The Federation holds about three hundred exhibitions a year, of which about a hundred in Russia.

Persian and British Shorthair are some of the most common breeds at federation shows, but the spread is quite large.

The World Cat Federation is the first international felinological organization to recognize the standards of Russian cat breeds: Siberian cats and Don Sphinx .

Criticism of Federation Activities

Federation criticized for opaque governance. It is argued that Russian clubs, making up the majority in the organization, do not have a real opportunity to influence its activities [7] .
