History

One of the authors of the show, Kira Proshutinskaya , claims that the program was named so because the Main Edition of youth programs of the Central heating of the USSR was located on the 12th floor of the television center.

The presenter Eduard Sagalaev tried to discuss topics that were forbidden at that time, using teenage participants who were helped to prepare questions by the program’s editors.

Vladislav Flyarkovsky began his career in this show [5] .

Viktor Ivanovich Oskolkov, who in 1985 came to the youth editorial office as deputy chief editor, recalls [6] :

The authorities did not just watch the programs; we handed over each transfer to the deputy chairman who oversaw our editorial board. Alexander Ivanovich Popov was an intelligent man, clever. Two or three days before the broadcast, they handed him programs - “12th floor”, “ Peace and Youth ” and others. I must admit that we ourselves were great censors. Of course, they cut off everything that could seem ambiguous, doubtful.

The newspaper Pravda on May 23, 1987 wrote [7] :

Recently, the Central Television programs for young people have become especially popular ... The programs “Peace and Youth” and “12th Floor” demonstrate an understanding of the great social problems facing young people and help to create a sense of responsibility in the audience for the Motherland, its great history and culture. Dressed in the form of a dispute, the current youth programs provide an opportunity for those young people who are subject to all sorts of fashionable habits, in particular in the field of music, who still have to make a conscious choice in life.

The program was closed by decision of the Politburo of the CPSU Central Committee with the wording: “We do not have such youth” [8] . However, in 1989, the program briefly resumed its broadcast [9] [10] .
