Biography
Peruvian general.
In 1972-1976 - Minister of Foreign Affairs of Peru. In foreign policy, unlike his contemporaries in Latin America in the 1970s, who were mainly right-wing military dictatorships, he focused on cooperation with the USSR and its allies, strengthened relations with Cuba and signed a number of contracts for the purchase of Soviet military equipment.
