Biography
He graduated from the Pacific Islands Central School.
In 1951-1952 - primary school teacher.
In 1955—1956 - in the office of the Chuuka District Court,
in 1956–1966 - Chief Public Defender.
Then - to the district public relations administrator in the Government of the Trust Territory of the Pacific Islands, under the control of the United States.
In 1959-1965 - Member of the colonial district legislative council
in 1965-1974 - Member of the Senate Chuuka.
In 1976-1987 - Chairman of the Commission on the future political status, then the head of the delegation at the negotiations with the United States on the Free Association Agreement .
In 1975 he was a member of the committee for convening the Constituent Assembly of Micronesia.
In 1979-1991 - Minister of Foreign Affairs of Micronesia.
In 1990, he was appointed member, and since 1993, Chairman of the Supreme Court of Micronesia, becoming the first citizen of the country in this position, since his predecessor had American citizenship. As chairman of the Supreme Court, he was a member of the Pacific Judicial Council, and also served as deputy chairman of the Pacific Judicial Executive Committee of the Development Program.
