  • 1888 - graduated from the Law Faculty of St. Petersburg University . Assigned the rank of college secretary . Directed to serve in the 5th Department of the Governing Senate .
  • 1890 - Junior Assistant Secretary.
  • 1891 - Assistant Secretary, Secretary since July. Gets the rank of titular adviser .
  • 1892 - fellow (deputy) prosecutor of the Nizhny Novgorod District Court.
  • 1894 - college assessor .
  • 1898 - court adviser .
  • 1899 - transferred to Moscow . Comrade Prosecutor of the Moscow District Court.
  • 1902 - college adviser .
  • 1903 - prosecutor of the Yelets district court.
  • 1904 - prosecutor of the Oryol District Court.
  • 1906 - State Councilor . Member of the Moscow Judicial Chamber.
  • 1911 - Actual State Councilor .
  • 1912 - Vice Director of the Police Department .
  • November 23, 1915 - February 14, 1916 and. about. Director of the Police Department .
  • March 7, 1916 - Member of the Council of the Minister of the Interior and at the same time continues to act as vice director of the Police Department.

He was buried at the Russian Belgrade cemetery [2] .

Kafafov's Circular

He gained fame thanks to the so-called "Kafafov circular". In January 1916, Kafafov sent a special circular to the governors, heads of regional and provincial gendarmes, in which the Jewish population was accused of economic sabotage (organizing a shortage of essential goods, artificially raising prices for food, lack of a “hard coin"). Kafafov suggested that this was done in order to arouse general discontent and protest against the authorities, but "is explained by their desire to achieve the abolition of the Jewish sedentary features, as they consider the present moment the most favorable for achieving their goals ...". On this occasion, Kafafov was summoned to the Duma for explanations, where he stated that the circular was canceled even before its entry into force [3] .

  • Nikolai (1903-1944), an engineer, died in Belgrade.
