Joseph Solomonovich Noi ( January 1, 1923 - April 5, 1997 ) [1] [2] - Soviet and Russian legal scholar , specialist in the field of criminal law and criminology, doctor of legal sciences, professor, participant in the Great Patriotic War.

Biography
Joseph Solomonovich Noah was born on January 1, 1923 in Saratov into a Jewish family.
Graduated with honors from the Saratov branch of the All-Union Correspondence Legal Institute, then graduate school of the same institute. He taught at Molotov University (senior lecturer, then head of the Department of Criminal Law, Criminal Procedure and Criminalistics) [2] .
In 1954 - 1992 he taught at the Department of Criminal Law of the Saratov Law Institute. D. I. Kursky (in 1965 - 1970 - head of the department of criminal and correctional labor law). In 1992 - 1997 - Professor of the Department of Legal Disciplines of the Volga Academy of Public Administration .
He died on April 5, 1997 in the city of Saratov.
Scientific activity
In 1949 he defended his thesis (“The fight against slander in Soviet criminal law”), in 1964 - his doctoral dissertation (“Questions of the theory of punishment in Soviet criminal law”) [2] .
The author of more than 90 scientific papers, including 5 monographs. Prepared 19 candidates of law.
Joseph Solomonovich Noah put forward the theory of the emergence of a tendency of people to aggression and violence at the genetic level [3] . The most famous and significant is his interpretation of the question of the relationship between social and biological in the personality of the offender.
Criticism of Scientific Opponents
The idea of the existence of biological reasons for the formation of the identity of the criminal, as well as some other ideas of Professor I.S. Noah was resolutely rejected by a number of Soviet criminologists.
