The son of the famous economist, professor of the University of Wisconsin Selig Perlman (1888-1959). Bachelor (1947) and Master (1947) of the University of Wisconsin; Ph.D. of Columbia University (1950).

He taught at Princeton , the University of Hawaii , Cornell University , Johns Hopkins University (1955–1961) and the University of Pittsburgh (1961–1993). Founder and editor (1969-1980) Journal of Economic Literature , founder (1989) Journal of Evolutionary Economics .
