Biography

Born into a peasant family. Since 1901 a worker at a paper mill in Vitebsk province. Then he moved to Riga and entered the paper mill Eduard Bruns & Co.

Member of the RSDLP (b) since 1910 . In 1911 - 1912, a member of the campaigning colleague of the Vitebsk Committee of the RSDLP (b) . Since 1912, on underground party work in Riga . During the First World War - Secretary of the Health Insurance Fund of the VEK plant in Kharkov .

In 1917, he was a participant in the October Revolution and the Civil War : Chairman of the Petinsky District Committee of the RSDLP (b) in Kharkov, member of the Kharkov Committee of the RSDLP (b), member of the Kharkov Council and Provincial Committee of the RSDLP (b) . In 1918 - Chairman of the College of the Artillery Plant (Moscow), Special Commissioner of the People’s Commissariat for Military Affairs of the RSFSR in Kursk, Kharkov; commander of the 2nd Kharkov proletarian regiment.

In 1919, the commissioner of a separate Donetsk brigade, parts of the right section of the Yekaterinoslav direction. In 1920, the head of the rear and military commissar of the 41st Infantry Division, the chief of rear of the 14th Army, a participant in the battles against Denikin and Makhno .

  • 1927-1929 - First Secretary of the Central Committee of the Communist Party (b) of Uzbekistan, Deputy Chairman of the Central Asian Bureau of the Central Committee of the CPSU (b),
  • 1929-1931 - Chairman of the Central Committee of the trade union of clerks.

Since 1931 - the trade union of machine-building workers. Member of the Presidium of the All-Union Central Council of Trade Unions (1929-1932).

Member of the Central Committee of the CPSU (b) (1925-1930), candidate for membership in the Central Committee of the RCP (b) (1924-1925), member of the Central Control Commission of the CPSU (b) and candidate for membership of the Presidium of the Central Committee of the CPSU (b) (since 1930). Member of the Politburo of the Central Committee of the Communist Party (b) of Ukraine (1925-1926). Member of the Central Committee of the Communist Party (b) of Ukraine (1923-1927), member of the Organizational Bureau of the Central Committee of the Communist Party (b) of Ukraine (1923-1926).

Candidate member of the Presidium of the CEC of the USSR .

He died as a result of a car accident, returning from Kovrov [4] . Ballot box with ashes in the Kremlin wall .

Memory

His name is street in the city of Kovrov .

The plant named after Degtyarev from 1932 to 1949 was named after K. O. Kirkiz.
