History

Commercial Bank Tyumen Oilman was established on May 13, 1989. Among the first shareholders were the Soviet oil "generals" V. Graifer (Glavtyumenneftegaz), V. Alekperov (Kogalymneftegaz), V. Bogdanov ( Surgutneftegaz ), V. Paliy (Nizhnevartovskneftegaz), Yu. Shafranik (" Langepasneftegaz ”) [1] [2] . The first chairman of the bank’s board was I. V. Gubenko, deputy head of the Glavtyumenneftegaz department [3] .

After 2 years, the bank was renamed into the commercial Siberian Oil Bank (SIBNEFTEBANK). On March 20, 1992, the name was changed to the joint-stock Siberian Oil Bank (SIBNEFTEBANK). The bank received its current name on January 29, 1997.

As the Russian oil industry was split up and privatized, the bank lost its original key customers [2] . The loss of Tyumenneftegaz, which as part of the Tyumen Oil Company in 1997 was privatized by Alfa Access Renova (AAR) consortium of Alfa Group Mikhail Fridman , Access Industries Leonard Blavatnik and Renova Viktor Vekselberg, became especially sensitive. and switched to banking services in new corporate structures [4] .

In the 1990s, the bank took part in servicing the Tyumen-Germany credit-barter line (CBL), which subsequently became notorious, [5] [6] . The KBL was based on a trade agreement, signed in January 1993 by the head of the Tyumen region administration, J. Schaffranik, and the Prime Minister of the German state of Lower Saxony, G. Schroeder . As part of the credit line, Deutsche Bank provided Sibneftebank with a loan in the amount of DM17 million, the latter, in turn, under the guarantee of the Tyumen Region credited 18 Tyumen enterprises for the purchase of industrial equipment in Germany [7] . In 1998, due to CBL services, the bank became one of the 50 largest Russian banks in terms of assets [4] . However, most borrowers could not pay off the loan, and the debt burden had to be borne by the Tyumen region as a guarantor [8] [9] .

During the financial and economic crisis of 2008-2010, the bank was among the 30 leading banks in raising funds from regional budgets [10] .
