Biography

Born in the village of Lyuboshch , now Dmitrovsky district of the Oryol region in a peasant family. Father - Pavel Yakovlevich Kochevykh. Mother - Ksenia Tikhonovna, nee Safonova. Sisters - Antonina, Catherine, brother - Vladimir.

Before the war he graduated from 8 classes. He survived the war in the occupation, helping the partisans. In 1944-1947 studied at the Kharkov Aviation College, after which he received a job assignment in Lviv.

In production (1947-1977)

From 1947 to 1958 He went from master to production manager at Lvov aircraft repair plant PO Box 125, which became the flagship of the instrument and radio industry in Soviet Ukraine and the western region of the USSR during the post-war decade, producing measuring instruments, telemetry equipment for space-rocket systems. He graduated from the Lviv Polytechnic Institute (1960). In 1958−1963 worked in Lviv Sovnarkhoz as the head of the defense department, chief engineer of the radio electronics department.

Since 1963 - Director of the plant PO Box 125 ("Measuring Instrument"), from 1969 to 1977. - General Director of the Lviv Industrial and Technical Association. V. I. Lenin (now - "LORTA"), which at that time included: the parent plant, 10 branches, 2 research institutes, a continuing education institute, and a technical school. Under his leadership, the integrated system of product quality management (KSUKP) was introduced in the association, which made it possible to achieve a 30% increase in annual production growth, output of products in a single export version with the brand "Made in the USSR" for foreign and domestic markets. He became a laureate of the State Prize of the Ukrainian SSR in the field of science and technology (1970). He defended the dissertation of a candidate of technical sciences in the field of standardization (1971). Awarded the title of Hero of Socialist Labor (1976).

In the Government of the Ukrainian SSR (1977-1980)

In 1977 he was appointed deputy chairman of the Council of Ministers of the Ukrainian SSR on issues of scientific and technological progress. He developed the principles of managing the scientific and industrial complex of the Ukrainian SSR. Prepared proposals to ensure the economic independence of the administrative-territorial units of the republic. He insisted on reorganizing and increasing the role of the Academy of Sciences of the Ukrainian SSR in solving urgent problems of the national economy. In 1980, due to disagreements with the party-economic leadership of the republic, he was relieved of his post "in connection with the transfer to another job."

In scientific work (after 1980)

Since 1980, he continued his research activities. He led the design institute Giproselmash . He lectured at the Kiev Institute of National Economy . Received the title of professor (1988). During the years of perestroika, he made a number of proposals to the government of the country on reforming the economy, science and production. He ran for the 1st Congress of People's Deputies of the USSR . In 1990, he retired. He became an academician of the Ukrainian Academy of Informatics (1995). Published over 60 scientific papers. In the last years of his life, he focused on the development of philosophical problems of the development of the universe, society, and the state. He put forward a hypothesis about the construction of the Universe on the principles of self-organization. He published the conceptual work “The Main Law of the Universe” (1998). His merits are marked by the Certificate of Honor of the Cabinet of Ministers of Ukraine (2002).

Family

He was married since 1947 to Valentina Alexandrovna Kochevykh (1926-2009), nee Bondarenko, great-granddaughter of Pyotr Mikhailovich Akimenko, Kharkov merchant of the 2nd guild , hereditary honorary citizen . Sons Igor, Alexander, Vladimir. Grandchildren Marianna, Vitaly, Oleg.

Rewards

Hero of Socialist Labor (1976), two Orders of Lenin , Order of the Red Banner of Labor , Order of the Badge of Honor , five medals of the USSR, commemorative medal of the USSR Academy of Sciences to commemorate the world's first manned spacewalk, State Prize of the Ukrainian SSR in the field of science and technology ( 1970).
