Sagadiev, Kenzhegali Abenovich

Sagadiev K.A. Born on February 18, 1938 in the village of Akkol, Zhangelda district of Kostanay region. He graduated from the Semi-Grain Kazakh secondary school of the Semiozerny (now Auliekol) district of the same region (1955), the Faculty of Economics of Kazakh State University named after CM. Kirov (1960, now - Kazakh National University named after Al-Farabi), graduate school of the Moscow Institute of National Economy named after G.V. Plekhanov 1966).

Sagadiev K.A. - Doctor of Economics (1977), professor of 1978, academician of the National Academy of Sciences of the Republic of Kazakhstan (1994), Honored Worker of Science and Technology of the Republic of Kazakhstan. He headed 5 large higher educational institutions of Kazakhstan. He worked as rector of the Tselinograd Agricultural Institute (1982-1990), vice-rector (1972-1982), rector (1992-1994) of the Kazakh Economic University. T. Ryskulova, rector of the Kazakh National Agrarian University (1996-2001), President of the University of International Business (2001-2004, 2012-2016, since 2017 - Honorary President), President of the International University of Information Technologies (2012 - Until now). He was elected chief scientist - secretary (1990-1992) and President of the National Academy of Sciences (1994-1996). Chairman of the Board of Directors of the National Agency for Technological Development (2012-2014).

He was elected as a deputy of the Mazhilis of the Parliament of the Republic of Kazakhstan of the third (2004-2007) and fourth (2007-2011) convocations and was chairman of the Mazhilis Committee on Finance and Budget (2004-2007).

As Chairman of the Finance and Budget Committee of the Majilis of the Republic of Kazakhstan, Academician K.A.Sagadiev made a significant contribution to the development of the methodology for planning the state budget of the Republic of Kazakhstan, the mechanisms for financing the sectors of the economy of the Republic of Kazakhstan, the efficiency of the use of the National Fund of the Republic of Kazakhstan, the financing of the social sphere of Kazakhstan, the efficiency and optimality of financing development institutions RK and others. A significant place in his activities during the leadership of the Finance and Budget Committee of the Majilis of the Republic of Kazakhstan in his activities was occupied by the field of education and science, as the most important sectors for the development and strengthening of human capital of the Republic of Kazakhstan.

Academician K.A. Sagadiev owns and thoroughly studied the international experience of various countries - developed and developing - in the field of public finance planning and banking. Much of this accumulated experience was applied to improve the planning of the state budget during the period of the deputy of academician K.A. Sagadiev, in particular, the BOR method.

Academician Sagadiev K.A. formed his own scientific school, the author of more than 445 scientific papers, including 20 monographs and textbooks. His publications on the pages of republican newspapers and magazines are widely known.

As an economist, he is known in the international arena. He was elected a member of the New York Academy of the USA and the American Association of Scientists and Economists, academician of the Pakistan Academy of Sciences (1997), academician of the International Academy of Higher Education (1997). As a member of the Nur Otan party, he participates in its public events and initiatives.

Member of the Commission on the Award of the State Prize of the Republic of Kazakhstan in the field of science and technology named after al-Farabi (2016), member of the Public Council of the Ministry of Finance of the Republic of Kazakhstan (2016), member of the Commission on Land Reform (2016).
