Authority
The Prime Minister is appointed and removed from office by decree of the President of the country . Its functions include convening and chairing the Council of Ministers, advising the president, assisting the president in governing the country, and coordinating the work of ministers.
Transitional Government
According to the Lusaka Agreement between the Mozambique Liberation Front (FRELIMO) and the Portuguese Government established after the Carnations Revolution signed on September 7, 1974 in Lusaka ( Zambia ), Portugal recognized the right of the Mozambican people to independence and agreed with FRELIMO on the transfer of power . The agreement stipulated that independence would be proclaimed after a transitional period, during which internal power would be divided between both parties by creating a joint transitional government, which was formed on September 20, 1974 under the chairmanship of the representative of FRELIMO. The declaration of independence of Mozambique was scheduled for June 25, 1975 , the thirteenth anniversary of the creation of FRELIMO.

More than a decade after independence, the government of Mozambique was directly governed by the president of the country. The post of prime minister was created by Zamora Moises Machel on July 17, 1986 , shortly before his death in a plane crash on October 19, 1986 .
