Biography
He received a law degree, was a doctor of law and taught constitutional law.
He was executive director of the Inter-American Institute of Human Rights in Costa Rica, a judge and president of the Inter-American Court of Human Rights. He was also Special Representative of the UN Secretary General for Western Sahara.
In 1990-1993 - Minister of Foreign Affairs of Uruguay.
Then came the ambassador to France and the representative of Uruguay at the International Court of Justice in The Hague.
Honorary Doctor of Law, Universities of Mexico and Chile.
