Administrative-territorial unit
According to the Charter of the Sverdlovsk Region and the Law “On the Administrative-Territorial Structure of the Sverdlovsk Region ” dated April 13, 2017 N 34-OZ (entered into force on October 1, 2017), the subject of the Russian Federation includes the following administrative-territorial units directly included in the Sverdlovsk Region [ 1] [2] [3] [4] [5] :
- 30 districts ;
- 25 cities ( cities of regional significance );
- 4 closed administrative-territorial units .
The administrative-territorial units of the Sverdlovsk region, which are part of separate administrative-territorial units of the Sverdlovsk region, are [3] :
- 12 urban areas .
The administrative center of the region is the city of Yekaterinburg [3] .
Thus, according to the Charter of the region, the Law “On the administrative-territorial structure of the Sverdlovsk region” and the corresponding Registry (List of administrative-territorial units and settlements of the Sverdlovsk region), the region includes the following administrative-territorial units :
- Alapayevsk , Artyomovsky , Artinsky , Achitsky , Baikalovsky , Beloyarsky , Bogdratskie , Cemetery , Verkhnaya Salda , Verkhoturye , Garinsky , Irbitsky , Kamensky , Kamyshlovsky , Krasnoufimsky , Nemyansky , Nizhneserginsky , Novolalinsky , Prigorodnyy districts Sysert , Taborinsky , Tavdinsky , Talitsky , Tugulymsky , Turin , Shali [1] .
- city ( city of regional significance ) - Alapayevsk, Asbestos, Berezovsky, Pyshma, Ekaterinburg, Zarechny, Ivdel, Irbit, Kamensk-Uralsky, Kamyshlov, Karpinsk, Kachkanar, Kirovgrad, Krasnoturinsk, Krasnoural'sk, Krasnoufimsk, Kushva, Nizhni Tagil, Lower Salda, Nizhnyaya Tura, Pervouralsk, Polevskoy, Revda, Severouralsk, Serov [1] .
- closed administrative-territorial entities - the town of Lesnoy, the town of Novouralsk, the settlement of Svobodny, the settlement of Uralsky [1] .
- intracity districts - there are in three cities ( Ekaterinburg , Nizhny Tagil and Kamensk-Uralsky - 7, 3 and 2 districts, respectively) - Verkh-Isetsky , Zheleznodorozhny , Kirovsky , Leninsky , Oktyabrsky , Ordzhonikidzevsky , Chkalovsky intercity districts of Yekaterinburg; Dzerzhinsky , Leninsky , Tagilstroevsky intercity districts of Nizhny Tagil; Krasnogorsky and Sinarsky intracity districts of Kamensk-Uralsky [1] [3] .
According to the Law "On the administrative-territorial structure of the Sverdlovsk region " dated May 20, 1997 N 30-OZ, which became invalid on October 1, 2017, the administrative and territorial units of the region were districts, inner-city districts and village councils , as well as cities [4] [6] : According to the Law of the Sverdlovsk region "On measures to implement the Law of the Sverdlovsk region" On the administrative-territorial structure of the Sverdlovsk region "" of April 13, 2017 N 35-OZ, entered into force on October 1, 2017, village councils and councils as administrative-t The territorial units in the Sverdlovsk region were abolished [7] .

Administrative districts
In addition, the administrative-territorial units of the region are united by five administrations of 5 administrative districts - territorial executive bodies of state power of the Sverdlovsk region [16] :
- Northern ,
- Western ,
- Mining ,
- East ,
- South .
Management districts in accordance with the relevant five laws “On Management Districts” [17] [18] [19] [20] [21] are not administrative-territorial units; an independent level of state administration and an independent system of executive bodies of state power in the district are not formed. On October 1, 2017, the corresponding five laws “On the administrative district” ceased to operate [22] , and the administrations of the administrative districts began to act in accordance with the law of the Sverdlovsk region “On executive bodies of state power of the Sverdlovsk region” [16] .
Initially, it was planned to form the Central Administrative District, into which the cities of Yekaterinburg, Aramil, Berezovsky, as well as Rezhevsky and Sysertsky districts were supposed to enter, later it was planned to leave only Yekaterinburg in it, but so far this district has not been formed [23] .
Municipal structure
Within the municipal structure , within the boundaries of the administrative-territorial units of the region, by January 1, 2017, 94 municipal formations were formed [24] [25] , including:
- 68 urban districts
- 5 municipalities , which consist of:
- 5 urban settlements
- 16 rural settlements .
Municipal formations unite 47 cities, 99 working settlements and urban-type settlements and 1821 rural settlements [26] .
4 municipalities have the status of closed administrative and territorial entities .

History of administrative and territorial division
The Sverdlovsk region was formed on January 17, 1934 during the division of the Ural region . It was located mainly in the territory of the modern Sverdlovsk region, Perm region and part of the Kirov region. On the other hand, part of the territories now included in the Sverdlovsk region, in 1934, were ceded to the Sverdlovsk region and the current Tyumen region .
On March 9, 1934, the city of Nadezhdinsk was renamed to the city of Kabakovsk (in honor of the 1st secretary of the VKP (b) regional committee I. D. Kabakov ).
10 мая 1934 года оформлены следующие преобразования:
- г. Асбест Асбестовского района преобразован в город областного подчинения и выведен из состава района, оставшись при этом его административным центром;
- г. Красноуральск Красноуральского района преобразован в город областного подчинения и выведен из состава района, оставшись его административным центром;
- г. Нижний Тагил Тагильского района преобразован в город областного подчинения и выведен из состава, оставшись его административным центром;
- Багарякский район передан в состав Свердловской области;
- из состава Свердловской области в состав Свердловской передан Сухоложский район ;
- упразднён Махнёвский район (процесс упразднения начался ещё в 1933 году), его территория включена в состав Алапаевского района ;
- упразднён Висимовский (Висимский) район с передачей территории в состав территории, административно подчинённой г. Нижнему Тагилу — Нижнетагильскому горсовету .
20 ноября 1934 года Кушвинский и Красноуральский районы объединены в Красноуральский район с «временным центром» в г. Кушве .
25 января 1935 года произошли следующие изменения [30] :
- из Красноуфимского района выделен Ачитский район ;
- из Краснополянского района выделен Еланский район ;
- из состава Алапаевского района вновь выделен Махнёвский район , упразднённый полугодом ранее.
3 мая 1935 года города Первоуральск и Ревда , находившиеся в составе Первоуральского района преобразованы в города областного подчинения и выведены из состава района, центр района остался в Первоуральске. 1 ноября 1935 года Первоуральский район был упразднён, а его территория поделена между горсоветами Первоуральска и Ревды.
21 декабря 1935 года Калатинский район переименован в Кировградский район .
22 июля 1937 года г. Кабаковск был переименован обратно в г. Надеждинск .
26 июля 1937 года из территории, административно подчинённой г. Свердловску (Свердловского горсовета), были выделены Арамильский , Белоярский и Сысертский районы. Начато, но пока не оформлено до конца выделение Берёзовского (Берёзовско-Пригородного) района .
7 января 1938 года Красноуральский район разделён обратно на Красноуральский и Кушвинский районы.
29 января 1938 года из части Нижнетагильского горсовета образован Тагильский сельский район с центром в р.п. Висим .
10 июля 1938 года произошли следующие изменения:
- из части Свердловского горсовета образован Пышминский район (центр — р.п. Пышма , ныне — г. Верхняя Пышма) и окончательно оформлено образование Берёзовского района ;
- Тагильский сельский район переименован в Висимский район ;
- из частей Нижнетагильского горсовета и Кировградского района образован Петрокаменский район .
3 октября 1938 года из части районов была образована Пермская область , а в состав Свердловской переданы 5 районов Свердловской области — Буткинский , Камышловский , Пышминский (с центром в с. Пышма ), Талицкий и Тугулымский , а также один район Омской области — Верхне-Тавдинский . Во избежание путаницы Пышминский район с центром в р.п. Пышма переименован в Верхне-Пышминский .
В итоге к концу 1938 года в составе Свердловской области стали числиться следующие административные единицы:
- районы: Алапаевский, Арамильский, Артинский, Ачитский, Белоярский, Березовский, Буткинский, Верхне-Пышминский, Верхне-Тавдинский, Верхотурский, Висимский, Гаринский, Егоршинский, Еланский, Ивдельский, Ирбитский, Исовский , Камышловский, Кировградский, Красноуральский, Краснополянский, Кушвинский, Манчажский, Махнёвский, Нижне-Салдинский, Нижне-Сергинский, Ново-Лялинский, Петрокаменский, Полевской, Пышминский, Режевской, Слободо-Туринский, Сухоложский, Сысертский, Таборинский, Талицкий, Тугулымский, Туринский, Шалинский;
- города областного подчинения: Асбест, Надеждинск, Нижний Тагил, Первоуральск, Ревда, Свердловск.
7 июля 1939 года город Надеждинск был вновь переименован, на этот раз в город Серов — в честь Героя Советского Союза комбрига А. К. Серова , когда-то учившегося в Надеждинском ФЗУ .
27 августа 1939 года произошло небольшое изменение границы области: несколько населённых пунктов Нижнесергинского района передано в состав Нязепетровского района Свердловской области.
17 октября 1939 года упразднён Красноуральский район с передачей территории в состав Кушвинского района .
16 марта 1940 года из части территории Серовского горсовета был образован Серовский район .
7 марта 1941 года произошли следующие изменения:
- из частей Егоршинского и Ирбитского районов выделен Зайковский район ;
- из частей Первоуральского горсовета, Кировградского и Шалинского районов образован Билимбаевский район .
11 марта 1941 года г. Алапаевск Алапаевского района преобразован в город областного подчинения и выведен из района, оставшись его административным центром.
12 марта 1941 года г. Кировград Кировградского района преобразован в город областного подчинения и выведен из состава Кировградского района, оставшись его административным центром. При этом Кировградский район переименован в Невьянский .
8 апреля 1941 года р. п. Угольный Серовского района преобразован в город областного подчинения Карпинск и выведен из состава Серовского района.
2 мая 1942 года г. Ирбит Ирбитского района преобразован в город областного подчинения и выведен из состава района, оставшись его административным центром.
15 июня 1942 года в Свердловскую область из состава Свердловской переданы г. Каменск-Уральский (город областного подчинения), Каменский и Покровский район районы.
28 августа 1942 года город Верхняя Салда Нижнесалдинского района преобразован в город областного подчинения и выведен из состава района.
23 апреля 1943 года административный центр области — город Свердловск — отнесён к категории городов республиканского подчинения.
25 ноября 1944 года произошли следующие изменения:
- рабочие посёлки Турьинский и Петропавловский, находившиеся в составе Карпинского горсовета, были преобразованы, соответственно, в города областного подчинения Краснотурьинск и Североуральск и выведены из состава г. Карпинска;
- из составов Камышловского и Сухоложского районов выделен Богдановичский район ;
- из составов Алапаевского, Егоршинского и Зайковского районов выделен Коптеловский район ;
- из составов Артинского и Манчажского районов выделен Сажинский район ;
- из составов Алапаевского и Махнёвского районов выделен Синячихинский район .
15 января 1945 года упразднён Алапаевский район с передачей территории в составы Коптеловского и Синячихинского районов.

- Ivdel town of Ivdel district was transformed into a city of regional subordination. The Ivdelsky district is abolished, and its territory is transferred to the Ivdelsky City Council.
- The city of Krasnoufimsk, Krasnoufimsky district, was transformed into a city of regional subordination and was removed from the district, remaining its administrative center.
- Polevskoy Polevsky district was transformed into a city of regional subordination. Polevskoy district abolished, and its territory transferred to the Polevskogo city council.
March 9, 1949 R.P. Nizhnyaya Tura, Isovsky District , transformed into a city of regional subordination
On November 5, 1955, the following changes occurred:
- the Bilimbayevsky district was abolished, and its territory was transferred to the Pervouralsk city council;
- The Isovsky District was abolished, and its territory was transferred to the structure of the Nizhneturinsky City Council.
March 15, 1956 Kushva Kushvinsky district transformed into a city of regional subordination. Kushvinsky district was abolished, and its territory transferred to the Kushvinsky City Council.
On May 24, 1956, the following changes occurred:
- Aramil district was abolished, the main part of its territory was transferred to Sysert district, a small part (of the Koltsovo settlement ) to the Sverdlovsk city council.
- the Lensky district is abolished, its territory is attached to the Turinsky district;
- the Lower Salda district was abolished, its territory was transferred to the city council of the city of Verkhnyaya Salda.
November 26, 1957, the Visimsky district was abolished, its territory was transferred to the city council of Nizhny Tagil.
On January 14, 1958, the Elansky and Krasnopolyansky districts were united into the Baikalovsky district .
On June 3, 1958, the city of Sverdlovsk lost the status of a city of republican subordination and again became a city of regional subordination.

On February 23, 1960, there was a slight change in the border of the region: the Rastesk Village Council was transferred from the suburban area of Aleksandrovsk to the Perm Region to the suburban area of Karpinsk, Sverdlovsk.
On September 27, 1960, the following changes occurred:
- Artyomovsky Egorshinsky district received the status of a city of regional subordination and removed from the district, remaining its administrative center. At the same time, the Egorshinsky district was renamed Artyomovsky ;
- The city of Tavda of Verkhne-Tavdinsky district received the status of a city of regional subordination and was removed from the district, remaining its administrative center. At the same time, Verkhne-Tavdinsky district was renamed to Tavdinsky .
- 2 days later, on September 29, 1960 , the town of Nevyansk, Nevyansk District, was transformed into a city of regional subordination and was removed from the district, remaining its administrative center.
On April 28, 1962, the following changes occurred:
- Zaykovsky district was abolished, its territory was transferred to the Irbit district.
- from the territory of the Nizhny Tagil City Council allocated Prigorodny district .
February 1, 1963 there were large-scale changes in the cutting of cities and districts of the region, associated with the so-called. "Khrushchev's reform" on the division of government bodies into urban (industrial) and rural [31] :
- Bogdanovich Bogdanovichsky district was transformed into a city of regional subordination. The Bogdanovichsky district was abolished, part of its territory included the Bogdanovichsky City Council, and part of it was formed in the rural district of Kamyshlovskiy ;
- The city of Nizhnye Sergi of the Nizhneserginsky district was transformed into a city of regional subordination. Nizhneserginsky district was abolished, the main part of its territory entered the rural Sverdlovsk rural area , the other part entered the Nizhneserginsky city council;
- The city of Rezh, Rezhevsky district, was transformed into a city of regional subordination. Rezhevsky District was abolished, its territory was transferred to the composition of the rural Alapayevsky region ;
- Alapaevsky, Koptelovsky Makhnevsky and Rezhevskaya (with the exception of Rezhevsky City Council) districts are united in Alapaevsky rural area ;
- Beloyarsky, Pokrovsky districts and part of Sukholozhsky merged into Beloyarsky rural district ;
- Verkhoturye, part of Novolyalinsky and Serovsky districts are united in Verkhoturye rural area ;
- Garinsky district transformed into Garinsky rural area ;
- The Baikal and Irbit districts are united in the Irbit rural area ;
- Kamyshlovsky, Pyshminsky, parts of the Bogdanovichsky and Sukholozhsky districts are united in the Kamyshlovsky rural area ;
- Artinsky , Achitsky, Krasnoufimsky, Sazhinsky and Manchazhsky districts are united in Krasnoufimsky rural area ;
- Nevyansky, Petrokamensky, Prigorodny districts and Verkhniy Saldinsky city council are united in Nizhny Tagil rural area ;
- from the parts of the abolished Nizhneserginsky and Sysert districts, as well as parts of the city councils of Sverdlovsk, Verkhnyaya Pyshma, Pervouralsk and Polevsky, the Sverdlovsk rural region was formed ;
- Taborinsky district is transformed into Taborinsky rural area ;
- Butkinsky, Talitsky and a part of Tugulymsky district are united in Talitsky rural area ;
- Slobodo-Turin , Tavdinsky and Turin districts merged into the Turin rural region ;
- Shali district transformed Shali rural area ;
- from the part of Novolyalinsky district the Novolyalyinsky industrial region was formed , the rest was transferred to the Verkhotursky rural region.
- Sysert district was transformed into Sysert industrial area , part of it was transferred to the Sverdlovsk city council;
- The Tugulymsky district was transformed into the Tugulymsky industrial area , part of it was included in the Talitsky rural area.
On March 3, 1964, the following changes occurred:
- the Artinsky rural region was formed from parts of Krasnoufimsky and Sverdlovsky rural areas;
- from the abolition of Taborinsky and part of the Turin rural areas formed Tavdinsky rural area .
On January 13, 1965, most of the changes made in 1963 were reversed:
- Alapaevsky rural area was abolished, Alapaevsky and Rezhevsky areas were restored;
- Artinsky rural area transformed into Artinsky district ;
- Beloyarsky rural area transformed into Beloyarsky district ;
- the Verkhotursky rural region was abolished, the Verkhotursk and Serov districts were restored;
- Garinsky rural area transformed into Garinsky district ;
- Irbit rural area was abolished, Baikal and Irbit districts were restored;
- from part of Kamensk-Uralsky City Council, Kamensky district , which was abolished in 1959, was restored;
- Kamyshlovsky rural area was abolished, Bogdanovichsky, Kamyshlovsky and Sukholozhsky (except for the town of Sukhoy Log) areas were restored;
- Krasnoufimsky rural area was transformed into Krasnoufimsky district ;
- the Nizhny Tagil rural area was abolished, the Upper Saldinsky , Nevyansky and Prigorodny districts were restored;
- the Sverdlovsk rural region was abolished, the Lower Sverginsky region was restored from its part;
- Novolyalinsky industrial area transformed into Novolyaly district ;
- Sysert Industrial Area transformed into Sysert District ;
- Tavdinsky rural area transformed into Tavdinsky district ;
- Talitsky rural area transformed into Talitsky district ;
- Tugulymsky industrial area transformed into Tugulymsky district ;
- the Turin rural area was abolished, the Sloboda-Turin and Turin districts were restored;
- Shali rural area was transformed into Shali district .
At the same time, the status of two cities was changed:
- Sukhoi Log is classified as a city of regional subordination and is not included in the restored Sukholozhsky district, while becoming its center;
- The city of Nizhnye Sergi was reduced in status to a city of regional subordination and included in the restored Nizhneserginsky district.
On November 3, 1965 , Taborinsky District was re-formed from a part of the Tavdinsky District
On January 13, 1967 , the following changes occurred:
- Achitsky district was re-formed from part of Krasnoufimsky district;
- from the part of the Kamyshlovsky district the Pyshminsky district was again formed.
On June 20, 1968, there was a slight change in the border of the region: 2 settlements of the Berezovsky district of the Perm region were transferred to the Shali district of the Sverdlovsk region.
On October 9, 1968, the city of Kachkanar, which was part of the Nizhneturinsky City Council, was transformed into a city of regional subordination and was removed from the City Council of the Lower Tours.
On May 13, 1991, the city of Nizhnyaya Salda of the Upper Saldinsky District was transformed into a city of regional subordination and was removed from the Upper Saldinsky District.
On September 23, 1991, the administrative center of the region, Sverdlovsk, was renamed to Ekaterinburg .
September 7, 1992 р.п. Zarechny, Beloyarsky District, was transformed into a city of regional subordination.
On January 4, 1994, the decree of the Government of the Russian Federation defined the independent status of four closed administrative and territorial entities located in the region:
- Novouralsk (formerly Sverdlovsk-44), located on the territory of the Kirovgrad City Council;
- Lesnoy (formerly Sverdlovsk-45), located on the territory of the Nizhneturinsky City Council;
- Svobodny (formerly Tagil-39) located in the territory of the Upper Saldinsky District;
- Uralskiy (formerly Kosulino-1) located in the territory of the Beloyarsky District.
On March 19, 1996, Resolution No. 405 of the Sverdlovsk Oblast Duma was adopted “On clarifying the names of municipalities in the territory of the Sverdlovsk Region”. Despite the fact that it governed the name of municipalities, and not units of administrative-territorial division, it was after its adoption that the city of Revda became known as Revda district and under this name it was included in December 2004 in Article 87 of the Charter of the Sverdlovsk region , which determines the list of administrative-territorial units of the region [32] .
In 1994-1996, as a result of local referenda, municipal units were formed within the administrative districts. In some cases, the boundaries of municipalities coincided with the boundaries of the respective districts and cities, but in many cases new municipalities appeared. By the end of 1996, the following new entities appeared:
- the city of Aramil (separated from Sysert region);
- Verkhny Tagil (from the suburban area of Kirovgrad );
- Verkhnyaya Tura (from the suburban area of Kushva );
- Volchansk (from the suburban area of Karpinsk );
- Degtyarsk (from the suburban area of Revda );
- Sredneuralsk (from the suburban area of Verkhnyaya Pyshma );
- the settlement of Belokamenny (from the suburban area of Asbest );
- Bisert (from the Nizhneserginsky district );
- v. Verkh-Neyvinsky (from Nevyansk district);
- rp Upper Dubrovo (from Beloyarsky district);
- Malysheva (from the suburban area of Asbest );
- Pelym (from the suburban area of Ivdel );
- Reftinsky settlement (from the suburban area of Asbest );
- Staroutkinsk (from the Shali district).
However, some areas have changed their status:
- Artyomovsky city with its suburban area was transformed into Artyomovsky district ;
- Bogdanovich and Bogdanovichsky district are united in Bogdanovichsky district ;
- Nizhnyaya Tura with its suburban area was transformed into Nizhneturinsky district ;
- Revda was renamed Revda district ;
- Sukhoi Log and Sukholozhsky district merged into Sukholozhsky district .
In 1996, to coordinate the activities of regional authorities, the region was divided into five administrative districts : Northern (with its center in the city of Krasnoturinsk ), Western ( Pervouralsk ), Gornozavodskoy ( Nizhny Tagil ), Eastern ( Irbit ) and Southern ( Kamensk-Uralsky ). A number of territories ( Yekaterinburg and some nearby municipalities) were not originally included in any of the administrative districts, since of these it was planned to create the Central Administrative District. However, this district was never created, and all the municipalities, except, in fact, Yekaterinburg, were included in the structure of the neighboring constituencies. It is established by law that the districts are not administrative-territorial units, and no state bodies are formed in them. Each district is headed by a manager who is a member of the Government of the Sverdlovsk region .
In 1998, according to the results of the local referendum, the settlement of Belokamenny, as an independent municipality, was liquidated and attached to the suburban area of the city of Asbest .
In 2005–2006, a municipal reform was carried out, as a result of which, instead of municipal formations — cities and districts — urban districts and municipal districts were formed . As part of the latter also appeared municipalities - urban and rural settlements. Unlike almost all other subjects of the Federation, in the Sverdlovsk region a stake was made on the creation of urban districts, not municipal districts. As a result, the region took the first place among the subjects of the Federation in terms of the number of urban districts (initially 67 urban districts were formed). Only 5 municipal districts were formed, a smaller number of municipal districts contain only the Republic of Ingushetia , the Jewish Autonomous Region , the Nenets Autonomous District , and the Sakhalin Region , which has chosen a similar model.
As a rule, transformations took place without changing the boundaries of municipalities, and the names changed only slightly. In two cases, there was a complete renaming:
- на территории Пригородного района в 2005 году образован Горноуральский городской округ , затем, 1 января 2006 года , по итогам местных референдумов из состава этого округа в состав Городского округа «город Нижний Тагил» было передано 23 населенных пункта, что составило более половины территории Пригородного района.
- на территории Серовского района образован Сосьвинский городской округ , затем, 12 июля 2007 года , половина Сосьвинского городского округа передана в состав Серовского городского округа , а административный центр перенесён из города Серова в пгт Сосьва .
1 января 2009 года Алапаевское муниципальное образование было разделено на Муниципальное образование Алапаевское и Махнёвское муниципальное образование , наделённые статусом городского округа [33] .
